How your work would contribute to our organization and the Twin Cities region:

The SCADA Communications Supervisor is responsible for management of the preventative maintenance plan by writing procedures, generating preventative maintenance cycles, and ensuring timely completion and record keeping. The incumbent in this position will prioritize maintenance tasks; respond to and resolve SCADA and communication systems problems; provide direction for department technicians and coordinate with internal departments and external agencies; set stock levels and reorder points for SCADA/Communications systems spare parts; and coordinate repair of core units with manufacturers and repair agencies. The supervisor will support the department manager by specifying plans for equipment upgrade or replacement, life cycle planning, providing field supervision, monitoring and quality control of maintenance inspections, and work with Training /QA on the development/execution of training plans.


What you would do in this job

Supervisory:

  • Provides work direction to SCADA/Communication technicians and monitors SCADA/Communications technicians work schedules.
  • Directs technicians and external resources to quickly return systems to normal operation during system failures or unusual operations.
  • Prioritizes and assigns maintenance and repair of systems components.
  • Ensure compliance with systems maintenance procedures and quality of completed work.
Project Management:
  • Analyzes system's performance.
  • Recommends modifications/upgrades and coordinates with manufacturers, vendors, and contractors for all Communications equipment. Prepares maintenance procedures.
  • Supports business continuity planning and implementation.
  • Ensures preventative maintenance tasks are completed in a timely manner and maintains accurate historical data of completed preventative maintenance.
  • Monitors compliance with industry standards and recommended practices.
  • Analyzes system reliability and recommends system improvements based on reliability data.
  • Participation in specials projects is required.
Administrative:
  • Prepares concise reports, compiles information, maintains procedural reference materials, training records, and other required documentation.
  • Documents non-compliance of rules, procedures, and policies when required.
  • Maintains valid certifications and driver's licenses.
  • Manages spare Inventory and Repairs: Monitors equipment failure rates and develops preventative maintenance procedures and cycles. Sets up spare equipment stock levels, reorder points, and coordinate repairs of core units.
Quality Control:
  • Ensure compliance with systems maintenance procedures and quality of completed work. Audits quality of purchased and repaired department spares. Tracks, analyzes, and resolves repetitive failures.
Additional:
  • Provides daily communication/updates to management on status of projects/workload.
  • Performs other duties directly related to this position as assigned.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience (in communications control systems, railway signal and train control systems, aircraft maintenance, or power generation/distribution) and completed education (degree field of study in electronics, computer science, networking, or closely related field):

  • High school diploma/GED with eight (8) years of experience including one (1) year of experience in management or supervision.
  • Associate degree with six (6) years of experience, including one (1) year of experience in management or supervision.
  • Bachelor's degree or higher with four (4) years of experience, including one (1) year of experience in management or supervision.

Licensure Requirements:

  • Valid driver's license with acceptable driving record.
  • Ability to obtain and maintain a Class A CDL Driver's License.
  • Ability to pass physical examinations, Rail Operations Rule Book, and physical agility examinations.
* Metropolitan Council Employees Only: Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

Metro Transit Leadership Academy = 1 year
Project Management Development Program (12-month session) = 1 year
Project Management Development Program (6-month session) = 6 months
Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.
  • Leading Self-Personal Effectiveness Certificate
  • Leading Self-Communication Certificate
  • Leading Self-Business Skills Certificate
  • Leading Others-Preparing for Supervisor Certificate

What knowledge, skills, and abilities you should have within the first six months on the job:

  • Demonstrated solving and troubleshooting techniques, as well as an understanding of railroad signaling principles and practices, large communications/control systems.
  • Demonstrated ability with maintenance and troubleshooting practices for critical systems and infrastructure in a safety and schedule sensitive environment.
  • Ability to interpret technical manuals and drawings.
  • Intermediate skills with MS Word, Excel, Access, Outlook, Teams, and PowerPoint.
  • Knowledge of Metro Transit communications equipment and monitoring software i.e. Pacis, SCADA, Symphia, SolarWinds.
  • Proven leadership qualities; conflict resolution, compromising, delegating tasks and motivation techniques.
  • Project Management skills; time management, effective communication, and prioritization of tasks.
  • Strong Written and Communication skills; ability to influence and persuade internal as well as external stake holders.

What your work environment would be:
Work is regularly performed in a normal office environment but may require occasional outdoor work with exposure to outdoor weather conditions. Work requires occasional local in-state travel by car to visit different facilities and may occasionally travel by air out of state for training and conferences. This position has exposure to hazards such as proximity to moving mechanical parts, electrical current, vibration and occasional loud noise. This position requires individuals to be accessible and able to troubleshoot and resolve issues after hours by phone.
