Capital Programs provides systemwide leadership and campus support in the following areas: housing, capital budget strategy, policy and program recommendations to the Regents and the State of California; capital project design and delivery strategies, contract development and training; design professional selections; building/safety code and regulatory issues; land use and site planning, long-range development plans, CEQA compliance, and environmental documents; sustainability; and real estate transactions.

Department Overview
Capital Programs provides systemwide leadership and campus support in the following areas: housing, capital budget strategy, policy and program recommendations to the Regents and the State of California; capital project design and delivery strategies, contract development and training; design professional selections; building/safety code and regulatory issues; land use and site planning, long-range development plans, CEQA compliance, and environmental documents; sustainability; and real estate transactions.

Position Summary
Affordable student housing is an important component of the University's ability to offer high-quality education and residential life experience. Campus housing is also important in addressing the University's sustainability goals and long-range enrollment planning targets. Enrollment growth over the last decade has made it challenging for the University to provide enough affordable student housing to meet student demand. The high price of housing in California makes the University's faculty and staff recruitment and retention efforts challenging. To help facilitate this effort, the University has prioritized increasing the available faculty and staff housing units. Under the general direction of the Director of Capital Planning, the Housing Project and Policy Analyst provides analytical support on a variety of policies, projects, programs, and issues related to housing and related support needs. This position serves as UC Finance Division's primary subject matter expert for student, faculty, and staff housing; collects relevant data and information; participates in policy and program planning and development; encourages systemwide leadership and coordination; develops and promotes housing policies; and convenes systemwide work groups. Additionally, this provides support for housing-related special ad hoc assignments, including but not limited to, dining, basic needs, capital planning, real estate services, and financial aid. This is a hybrid work position, with current UCOP expectations to work in Oakland on Tuesdays and Wednesdays. Work from home within the State of California is an option for Mondays, Thursdays, and Fridays.

Key Responsibilities

* 30% Leads efforts to collect housing-related data, review and assess the information, and provide in-depth, analyses as a specialist in student and workforce housing. Create formal data collection plans and data visualizations to support information requests and actionable decisions. Work directly with internal and external constituents relevant to UC housing. Produce reports, presentations, and speeches/talking points for the highest levels of UC's leadership.

* 25% Researches and summarizes best practices relevant to UC housing with an emphasis on student housing for colleges and universities. Collaborates with internal and external partners to coordinate the development, implementation, and monitoring of new programs and processes in support of UC housing.

* 15% Responds to information requests from policymakers, the media, and other stakeholders, often on tight deadlines. Explain housing issues to non-housing experts.

* 15% Evaluates submissions for various regulatory approvals. Resolves issues or provides analysis and develops recommendations to support approval. Working with OP and campus staff drafts project proposals and other complex documents.

* 10% Works with Capital Planning team and campus staff to prepare annual Capital Financial Plan, along with related support documents.

* 5% Attends classes, seminars, and conferences that enhance professional expertise and foster competency. When assigned, serves as a representative from UCOP on various internal and external workgroups, committees, and meetings. Participates in activities that enhance the UC community and support the university mission. Upholds the organization's Principles of Community and assures that those values are upheld throughout the department. Other duties as assigned. Complies with all policies and standards.

Experience

* Minimum 4 years of relevant work experience.

Skills and Abilities

* Knowledge of common organization- or research-specific and other computer application programs (e.g., Excel, Access, Tableau).

* Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.

* Ability to use discretion and maintain all confidentiality.

* Ability to multi-task with demanding timeframes.

* Strong policy analysis techniques.

* Analytical / problem-solving skills.

* Strong skills in analyzing, researching, and synthesizing large amounts of data for preparing sound and relevant proposals / analyses.

* Experience conducting analysis of proposals with respect to general feasibility, cost-effectiveness, and financial feasibility.

Preferred Qualifications

* Ability to understand and analyze the impact of federal and state legislative and regulatory language.

* Knowledge of affordable housing, housing development, and rental assistance.

* Working knowledge of capital planning and development, city planning, architecture, higher education planning, or other planning-related fields.

* Experience in the higher education sector and/or public works contracting. Experience in a large complex organization with many stakeholders.

Education

* Bachelor's degree in related area and/or experience/training

Special Conditions

This position is eligible for a hybrid work arrangement within the state of California. The person hired will be required to reside within California and report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA at least two days per week, subject to change.

Travel Requirements
5% Travel to Northern California campuses and medical centers. Attend conferences and trainings. Travel is domestic.

$67,000 - $119,200

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
