THE POSITION

Are you a talented executive level IT professional that wants to serve the citizens of Pennsylvania, work with a great team, and have more work life balance? An exciting opportunity is open serving as the Chief Product Officer at the PA Public Utility Commission (PUC).


DESCRIPTION OF WORK

This position serves as the Chief Product Officer and reports to the Chief Information Officer (CIO) of the Public Utility Commission (PUC). This position directs and oversees the application development team, data management team, and PMO. This includes the planning, coordinating, administering, and supporting of all PUC applications, reporting solutions and project management staff. This position also assists the CIO in the decision making of PUC's information technology policies. This is a high level decision-making position and the incumbent must be reachable and available at all times during emergencies. Specific job duties:

  • Executive leadership and planning - Provide executive leadership and strategic vision for all application development, enterprise data management, business intelligence/reporting, and Project Management Office (PMO) functions, ensuring full alignment with organizational goals, digital transformation initiatives, and business priorities.
  • Project Runways - Create and maintain project runways for applications, data platforms, analytics capabilities, and project delivery practices to drive innovation, scalability, and measurable business value.
  • SDLC - Oversee the end-to-end software development lifecycle (SDLC) for custom, commercial-off-the-shelf (COTS), and cloud-based applications, including architecture, design, development, testing, deployment, and ongoing maintenance/support.
  • Data Analytics - Lead the data management and reporting team in defining and executing the enterprise data strategy, including data governance, data quality, master data management, integration, analytics platforms, BI tools, and self-service reporting solutions that enable data-driven decision making.
  • PMO - Direct the PMO in establishing and maturing standardized project governance frameworks, portfolio management processes, resource allocation, risk management, and delivery methodologies (Agile, hybrid, etc.) to ensure on-time, on-budget, and high-quality project outcomes.
  • Portfolio Management - Manage the full technology project and program portfolio, prioritizing initiatives, tracking performance, mitigating risks, and delivering measurable ROI and business outcomes.
  • Lead Training - Build, mentor, and lead high-performing multidisciplinary teams of application developers, architects, data engineers/scientists, BI analysts, and project/program managers, fostering a culture of collaboration, innovation, accountability, and continuous improvement.
  • Build Partnerships - Partner closely with business stakeholders, executive leadership, and cross-functional teams to gather requirements, prioritize backlogs, translate business needs into technical solutions, and ensure technology initiatives deliver exceptional user experiences.
  • Budget and IT Procurement - Manage departmental budgets, vendor relationships, procurement processes, and resource allocation to optimize costs while maintaining high service levels and technology standards.
  • Measure performance - Establish key performance indicators (KPIs), dashboards, and reporting mechanisms to monitor application health, data quality, project success rates, team performance, and overall technology effectiveness.
  • Compliance with Standards - Ensure all applications, data assets, and project activities comply with security standards, regulatory requirements, privacy policies, and architectural best practices, including security-by-design and zero-trust principles.
  • Drive New Technology Adoption - Drive adoption of emerging technologies, modern development practices (DevOps, CI/CD, cloud-native), and process improvements to enhance agility, quality, and operational efficiency across the organization.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: Part-time work from home (telework) may be a potential feature of this position. The successful candidate is required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved. Management may discontinue any telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, Pennsylvania.
    • To be eligible to participate in telework, the employee's alternate (telework) worksite must meet the following requirements:
      • Within a reasonable travel distance of headquarters; and
      • Within the Commonwealth of Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

  • One year as an Information Technology Generalist Administrator 2, Database Administrator 2, Data Administrator 2, Applications Developer Administrator, Network Administrator 2, or Information Security Specialist 3; or
  • Three years of technical information technology experience including two years of administrative information technology work, and a bachelor's degree; or
  • An equivalent combination of experience and training including two years of administrative information technology work.

Other Requirements:

  • This particular position also requires possession of an ITIL (Information Technology Infrastructure Library) Certification (any version or level).
  • This particular position also requires possession of an Agile Certification (any recognized certification).
  • This particular position also requires experience delivering multiple large-scale IT projects.
