Overview:

The QC Safety Manager in Construction is responsible for overseeing and ensuring the highest standards of quality control and safety compliance across all construction projects within the organization. This role involves developing, implementing, and continuously improving safety protocols and quality assurance processes to minimize risks and enhance workplace safety. The manager will lead safety audits, inspections, and training programs to ensure adherence to federal, state, and local regulations, as well as company policies. Collaborating closely with Project Managers, Site Supervisors, and Subcontractors, the QC Safety Manager will drive a culture of safety and quality excellence throughout all phases of construction. Ultimately, this position aims to protect the well-being of all personnel on site while ensuring that construction deliverables meet or exceed quality standards and regulatory requirements.

Primary Responsibilities:

  • Develop, implement, and maintain comprehensive safety and quality control programs tailored to construction projects.
  • Conduct regular site inspections and audits to identify potential hazards, non-compliance issues, and quality deficiencies.
  • Lead incident investigations and root cause analyses to prevent recurrence and improve safety measures.
  • Coordinate and deliver safety training sessions and toolbox talks to educate employees and subcontractors on best practices and regulatory requirements.
  • Collaborate with project teams to review construction plans and processes, ensuring safety and quality considerations are integrated from project inception through completion.
  • Monitor compliance with OSHA standards, environmental regulations, and company safety policies, preparing detailed reports and documentation.
  • Manage corrective action plans and follow-up activities to address safety and quality concerns promptly.
  • Serve as the primary point of contact for safety-related communications with regulatory agencies and internal stakeholders.
  • Administer the Quality Control Program by preparing QC plans and reports, field inspections of work in progress (3 phase inspections), conducting or obtaining material tests, preparing reports, and coordination with government inspectors.
  • Coordinate field work with project managers.
  • Review subcontractor material, approved submittals and shop drawings, and verify construction work meets compliance.
  • Assure red line (as-builts) drawings are kept up to date in the field.
  • Participate and enforce in the company safety program.

Supervisory Responsibilities:

  • This position has 2 direct reports.
  • Other duties as assigned.
  • This position requires travel to jobs located within the state of Arkansas and southern Missouri.

Education and/or Experience:

  • Minimum of 10 years' experience in construction, with emphasis in quality control involving small to medium sized maintenance, repair and minor construction projects.
  • Bachelor's degree in engineering, architecture, or construction management preferred.
  • Extensive experience may be considered in lieu of a degree or non-related degree.
  • Experience with a multi-million-dollar construction program including all elements required to oversee the quality control aspects of the projects.
  • Minimum of 5 years of experience in construction safety management or quality control within the construction industry.
  • In-depth knowledge of OSHA regulations, construction safety standards, and quality control methodologies.
  • Proven experience conducting safety audits, risk assessments, and incident investigations.
  • Strong communication skills with the ability to train and influence diverse teams on safety and quality practices.

Knowledge, Skills, and Abilities:

  • The QC Safety Manager utilizes their expertise in safety regulations and quality control to proactively identify and mitigate risks on construction sites, ensuring compliance and protecting personnel. Strong analytical skills are applied daily to conduct thorough inspections, audits, and incident investigations, enabling data-driven decision-making and continuous improvement.
  • Effective communication and leadership skills are essential for delivering impactful training sessions and fostering a culture of safety among diverse teams and subcontractors.
  • The ability to collaborate cross-functionally allows the manager to integrate safety and quality considerations seamlessly into project workflows.
  • Additionally, proficiency with safety management software and reporting tools enhances the efficiency and accuracy of compliance tracking and documentation.
  • Experience in managing multiple contractors and maintaining a work schedule.
  • Experience working on large-scale commercial or infrastructure construction projects preferred.
  • In-depth knowledge of USACE EM 385-1-1 preferred.

Certificates, Licenses, Registrations:

  • Corps of Engineers Quality Management for Contractors Certificate is required or the ability to acquire it when the instructor lead class is offered.
  • 30 Hour OSHA Certification.

Work Environment:

General office environment. Weekly travel within the state of Arkansas will be required based on business demands. Some travel both domestically and internationally may be required based on business demands.
