Location: Mesa AZ 85210

Pay Rate: $29.42/hr. on W2 without benefits

Shift: Mon - Thursday-7:00am -5:30pm

Job Description:

  • A Housing Rehabilitation Specialist helps fix and improve homes, mainly for low-income homeowners, by managing repair projects and making sure everything follows city, state, and federal rules. The job mixes field inspections, paperwork, and working with people.
  • You may do home inspections, office/administrative work, or a mix of both.


Role & Responsibilities:

You're basically the quality checker and project manager for home repairs.

  • Inspect homes to see what repairs are needed.
  • Make sure repairs meet building codes and safety rules
  • Write up repair plans and cost estimates..
  • Help choose contractors and oversee their work.
  • Make sure contractors are paid correctly and legally.
  • Step in if there are issues between homeowners and contractors.
  • Lead and guide maintenance staff and contractors.


Administration side (office-focused)

  • Explain housing rehab programs to homeowners.
  • Help people apply and check if they qualify.
  • Set up loan payments or liens on homes.
  • Prepare and record legal paperwork.
  • Work with finance, lenders, title companies, and city departments.
  • Keep detailed files to meet HUD rules.
  • Help clients adjust payment plans if needed.
  • Refer homeowners to other social services when appropriate.
  • Homeowners (often low-income, elderly, or disabled).
  • Contractors and inspectors.
  • City staff and other government agencies.
  • HUD and other federal/state partners.
  • Lenders, title companies, and social service agencies.


Work environment:

  • Mix of office work and field work.
  • Visiting homes and construction sites.
  • Some physical activity (climbing ladders, inspections, different weather).
  • Uses standard office tools and basic construction tools.
  • Must drive to sites (valid driver's license required).


Qualifications:

  • High school diploma or GED (more education/certifications preferred).
  • 3-5 years' experience in housing programs, construction, inspections, or similar work.
  • Knowledge of building codes or housing programs.
  • Ability to do cost estimates, paperwork, and basic financial analysis.
  • Strong communication and problem-solving skills.
  • Spanish/English bilingual is a plus.
