The State Highway Administration's (SHA) Office of Traffic & Safety (Anne Arundel County) is currently recruiting for a Construction Team Leader (Transportation Engineer V) position. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.

Nature of Work: This position serves as a Construction Team Leader responsible for supervising inspectors and office engineers engaged in the construction of area-wide and site-specific traffic signal, signing, lighting, and Intelligent Transportation Systems (ITS) projects for the Office of Traffic and Safety. The position also provides technical inspection support for traffic signals, signing, lighting, and ITS construction on contracts administered by SHA district construction offices, local jurisdictions, private developers, and other Maryland Department of Transportation (MDOT) business units.

The incumbent is responsible for coordinating power service with utility companies and conducting field reviews. This position will be performing spot checks of construction sites, identifying and resolving construction-related issues. Also, they will be validating Inspectors' Daily Reports (IDR). The Construction Team Leader will be negotiating pay items, approving invoices, and verifying that materials comply with applicable standards and contract documents. Other duties include initiating change orders and overseeing sketchbook submittals. The Construction Team Leader is also expected to prepare and provide weekly project status reports and track project schedules and completion dates.

Employees in this position receive general supervision from a Construction Area Engineer and must possess a thorough knowledge of traffic signals, signing, lighting, and ITS construction processes.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Five (5) years of experience in professional engineering.

Selective Qualification: Two and a half (2 ) years of the required experience must have involved the construction, design, and/or maintenance of transportation infrastructure.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Strong background in electrical engineering/electrician/electronics, including hands-on field experience.
  • Strong construction project engineering and construction management background.
  • Thorough knowledge of traffic signal systems and transportation-related construction practices.
  • Self-motivated with the ability to work independently and a strong commitment to construction quality.
  • Excellent interpersonal skills with demonstrated ability to provide effective internal and external customer service.
  • Excellent written and oral communication skills.
  • Strong analytical skills with the ability to evaluate processes and develop improvement techniques.


Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the required experience.

3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

The selected candidate must possess the following certifications within one (1) year of hire:

  • MDOT SHA Traffic Control Manager
  • Maryland Department of the Environment (MDE) Erosion and Sediment Control Certification
  • MDOT SHA Erosion and Sediment Control Certification
  • International Municipal Signal Association (IMSA) Traffic Signal Technician Level I and/or II
  • ACI Concrete Field Technician Grade I (or equivalent)

Special Requirements

The incumbent is expected to be available by phone 24 hours a day, 7 days a week, and may be required to work on an as-needed basis.
