How your work would contribute to our organization and the Twin Cities region:

The MetroGIS Coordinator coordinates and manages a wide range of functions and activities for MetroGIS, which is a Met Council sponsored regional collaborative that represents city, county, regional and state governments as well as education, business, utility and nonprofit sectors. MetroGIS exists to expand stakeholders' capacity to address shared GIS needs and to maximize investments through the collaboration of organizations serving the Twin Cities metropolitan area. The goal of MetroGIS is for organizations to be successfully working together using GIS to solve real-world problems. This position will be responsible for facilitating and managing the ongoing processes to define and act upon shared visions and strategic objectives to achieve the goals of MetroGIS.

This position is a hybrid position. Candidate's permanent residence must be in Minnesota or Wisconsin. This posting will create a six-month eligibility list for current and future openings.



What you would do in this job

MetroGIS Operations:

  • Facilitate and manage strategic planning processes to define a shared vision, strategic objectives, guiding principles, core competencies, key strategies, and organizational performance measures.
  • Provide lead support to develop annual MetroGIS work plans and budgets, ensuring consistency with strategic objectives and changing stakeholder needs, and acceptable to the organization(s) from which funding is received.
  • Provide lead support to the MetroGIS Coordinating Committee and Policy Board in formulating policies and procedures needed to collaboratively address shared geospatial needs.
  • Work with MetroGIS Coordinating Committee and Policy Board leadership to coordinate setting agendas, drafting minutes, drafting reports, and running meetings.
  • Assess quality and completeness of regional datasets and engagement with County partners to ensure quality and completeness.
  • Facilitate documentation of stakeholder benefits realized and public value created from data sharing and existence of regional solutions to shared geospatial needs.
  • Ensure MetroGIS activities and projects are effectively managed, including securing necessary resources, organizing teams of appropriate individuals representing affected stakeholders, establishing realistic project goals and work plans, completing and leading projects and monitoring work progress.
  • Keep Metropolitan Council management and representatives informed of MetroGIS activities especially those that have direct impact on the Met Council.
  • Negotiate and manage policies, contracts, and legal agreements in conjunction with Met Council procurement and legal staff as required to accomplish specified objectives.
Outreach:
  • Advocate for collaborative solutions to shared geospatial needs, including sharing of GIS data and applications.
  • Manage the content of the MetroGIS website and other outreach media.
  • Present MetroGIS information at conferences and other meetings.
  • Maintain connections with GIS user groups in the area.
  • Maintain connections with similar initiatives happening at local, regional, state, and national levels and participate in related initiatives at the state, federal and national levels to advocate for MetroGIS needs and philosophy and to learn new approaches to geospatial collaboration.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations in completed education (degree with major coursework in urban planning, public administration, geography, GIS or other related discipline) and experience (in staffing public decision-making bodies; applying GIS to support government operations; and managing projects):

  • Master's degree with three years of experience.
  • Bachelor's degree with five years of experience.
  • Associate degree with seven years of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
  • Knowledge and understanding of intergovernmental relationships.
  • Knowledge of group facilitation techniques.
  • Knowledge of current trends in geospatial technology in local government, geospatial data and applications, geospatial data standards, and regional GIS collaboratives.
  • Knowledge of geospatial data editing, aggregation and distribution practices and procedures.
  • Knowledge of a wide range of geographic principles, application of GIS concepts, and standards.
  • Knowledge of public policy development processes and protocols.
  • Ability to write clear, concise, and logical reports and to make clear verbal and written presentations.
  • Ability to effectively plan and facilitate group conversations and decision-making processes.
  • Ability to effectively use current web, collaboration and social media technology to effectively communicate with the geospatial community.
  • Ability to effectively communicate to a wide variety of audiences and stakeholders.
  • Ability to effectively manage and support committees and teams, and to plan, arrange, and conduct meetings.
  • Ability to relate to people with varying points of view and perspectives.
  • Ability to innovate and recognize opportunities to innovate.
  • Ability to independently design and manage work assignments and effectively juggle several projects simultaneously.
What knowledge, skills and abilities you should have within the first six months on the job:
  • Ability to effectively communicate to a wide variety of audiences and stakeholders
  • Skilled in GIS technology, especially ArcGIS Enterprise
  • Knowledge of a wide range of geographic principles and application of GIS concepts and standards
  • Knowledge of IT Service Management concepts and practices
  • Knowledge and understanding of intergovernmental relationships
  • Ability to conduct effective meetings

Work your work environment would be:
You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

Physical Requirements:
Regularly required to sit for long periods, stand/walk occasionally, speak, hear normal conversation and telephone ring tones, operate a computer and other office equipment, reach with hands/arms frequently below chest height and occasionally overhead, must occasionally lift/carry/push/pull up to 10 pounds, must have adequate close vision for reading and computer work.

The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
