Overview The Construction Manager will provide the leadership to plan, direct, monitor and coordinate the planning and construction management of work within Construction. The Construction Manager will direct and support project objectives for safety and environmental excellence, effective cost management, operational excellence, schedule adherence, improving the customer experience and delivering a quality product within specification compliance. Ensures all members of the organization are provided the necessary training and information technology to provide leading edge contract management to maximize the effectiveness of the organization.
Responsibilities
Core Responsibilities
- Safety Compliance: Ensure all safety policies and procedures are followed and enforced and provide the needed leadership around promoting good housekeeping practices and work area protection, focus on avoiding high energy injuries and expanding the use of HPI on projects.
- Environmental Compliance: Ensure compliance with environmental rules and regulations and that the planning of projects include the integration of the EH&S requirements during the development/execution phases of the project.
- Leadership: Develops and implements capital, operating and human resource budgets. Implements controls to address potential rogue behavior by employees or vendors and ensure a process is in place to monitor expenditures to anticipate cost overruns and take appropriate actions and elevate concerns to the proper level of authority.
- Contract Administration: Provide the direction and oversight to ensure that all projects are administered in compliance with company instructions and procedures (CAM/ICM). Closely monitor the drivers of change and delays on projects and develop strategic initiatives to control costs while ensuring measures are in place to discourage rogue behavior by employees. Provide input to bidding strategies and constructability reviews and ensure proper project documentation is available to support payments and claim mitigation by vendors. Ensure timely payment to vendors and provide the leadership in negotiating agreements and settling differences/claims.
- Project Coordination: Provide overall direction associated with the coordination of planning activities with Engineering, EH&S, Operational groups, Supply Chain, Estimating and governmental agencies to ensure the constructability and sequencing of work supports the schedule to meet project objectives while maintaining the integrity of the CE facilities.
- Planning and Budgeting: Manage and monitor the planning and budgeting activities of the projects and integrate them with the Business Plan/Corporate Objectives. Develop resource requirements and establish priorities for projects and programs. Track and monitor the Key Performance Indicators (KPIs) and ensure all goals are attained.
- Customer Experience: Provide support as needed to coordinate projects and meet with customers, community boards, government/elected officials to improve the customer experience and minimize the impact our work has on the community and vehicular/pedestrian traffic.
- Personnel: Ensure compliance with terms and conditions of the collective bargaining agreement; take the necessary disciplinary action and participate in settlement of grievances when required. Develop and deliver clear job expectations across sectional personnel. Assist in the recruitment and selection of personnel; recommend wage and salary adjustments, promotion, transfers and discharges.
- Training/Development: Assist in the development of training curriculum and oversee the effectiveness. Ensure compliance with training attendance goal. Provide challenging and stretch tasks and assignments and ensure opportunities for the development of all employees.
- Emergency Support: Provide support to the operating organizations during system emergencies by redirecting the resources of the group to assist in the fullest possible extent.

Qualifications
Required Education/Experience
- Bachelor's Degree Engineering, Construction Management, Business Administration or another applicable technical field and A minimum of eight years of applicable experience that includes six years of construction or engineering experience in electric, gas or steam operations is required
Preferred Education/Experience
- Bachelor's Degree Civil, Mechanical or Electric
Relevant Work Experience
- In-depth knowledge of the complexities of Con Edison's electric, gas and steam systems, including associated municipal underground utility infrastructures, required.
- Working knowledge of Contract Administration, cost controls and operating budgets, required.
- Strong knowledge of resource allocation and budgeting, required.
- Excellent oral, written, interpersonal and contract negotiation skills, required.
- Must be well organized, detail oriented, and ability to handle multiple project assignments on an ongoing basis, required.
Licenses and Certifications
- Driver's License Required
Physical Demands
- Ability to respond to system emergencies
- Able to work in all weather conditions, i.e. excessive heat and/or cold
- Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
- Ability to travel to company locations to work on storm restoration and heat contingencies
- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
- Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able to participate in the Company's emergency management processes and storm plans as required.
