**About the Role**

We are seeking a highly motivated and detail-oriented individual with exceptional communication skills to lead requirements discovery and modernization efforts for a legacy healthcare platform. This pivotal role bridges business and technology teams, translating intricate domain-specific concepts into clear, actionable requirements for engineering teams. You will be instrumental in driving forward key initiatives, ensuring technical solutions align perfectly with business objectives, and fostering a collaborative environment across diverse teams.

**What You'll Do**

* Serve as the primary liaison, fostering strong relationships between business stakeholders, architects, subject matter experts, engineering teams, quality assurance, and cross-functional departments.

* Lead comprehensive requirements discovery, including conducting stakeholder interviews, mapping workflows, performing gap analyses, and meticulously documenting system behavior.

* Translate complex healthcare operations processes, including those related to essential programs, into well-structured user stories, business use cases, acceptance criteria, workflows, and system requirements.

* Leverage your understanding of architectural vocabulary and technical concepts (such as APIs, data flows, integrations, databases, and legacy systems) to accurately capture system behavior and define modernization needs.

* Own and strategically prioritize the product backlog, refining stories to ensure development readiness and unwavering alignment with overarching business goals.

* Drive sprint planning, backlog grooming, and cross-team coordination, proactively identifying and removing roadblocks to ensure timely and successful delivery.

* Evaluate current-state legacy systems, meticulously documenting dependencies, and collaboratively defining future-state capabilities with architects and engineering leads.

* Communicate clearly and persuasively with executive-level stakeholders, presenting requirements, providing timely updates, highlighting potential risks, and offering strategic recommendations.

* Work proactively with compliance, operations, clinical, and analytics teams to ensure robust regulatory alignment, especially concerning critical program rules and guidelines.

**Must-Have Qualifications:**

* At least 5 years of experience as a Technical Product Owner or Business Systems Analyst, with significant experience in healthcare, essential claims, or eligibility systems.

* A strong ability to understand complex technical discussions without needing to code, coupled with the skill to translate architectural concepts effectively for business teams.

* Hands-on experience documenting legacy system behavior and expertly defining modernization requirements.

* A proven track record as a proactive self-starter with strong facilitation, leadership, and problem-solving skills.

* The ability to work independently and thrive in a dynamic, cross-departmental environment.
