THE POSITION

The Department of Housing Services is currently looking for its next Senior Program Coordinator - Real Estate to serve the mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents.

Are you passionate about creating lasting solutions to housing affordability and homelessness? As a Senior Program Coordinator - Real Estate, you'll take the lead on some of the region's most impactful affordable housing initiatives. This role offers the opportunity to manage complex real estate development projects from concept through completion-working with public, nonprofit, and private partners to bring deeply affordable and supportive housing to Washington County.

You'll oversee the strategic use of local, state, and federal funding sources-including LIHTC, HOME, CDBG, and Supportive Housing Services (SHS)-to finance and implement housing developments that serve our most vulnerable residents. You'll also help shape housing policy, guide entitlement processes, and ensure projects align with community needs and equity goals. This is a high-impact role for someone who thrives at the intersection of housing development, public service, and systems change.

The position has the potential to work a hybrid schedule based on department need.

The ideal candidate is an affordable housing professional with a strong track record in real estate development, public financing, and government program oversight. They bring at least three to five years of experience managing complex housing projects, including site acquisition, entitlements, and layered financing (e.g., LIHTC, HOME, SHS, CDBG, HUD), predevelopment, construction, and stabilization. They are adept at navigating intergovernmental processes, managing contracts and grants, and aligning development timelines with regulatory and funding requirements. This candidate excels balancing the needs of developers, service providers, funders, and community members-while ensuring compliance with local, state, and federal housing policies. They demonstrate strong project management, budgeting, and contract administration skills. They are strategic and detail-oriented, with the ability to lead cross-functional teams. Experience with shelter, transitional, and permanent supportive housing development is a plus.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.

Additional Requirements:
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record per Washington County policy. To review Washington County's Driver's License and Record Policy: Driver's License & Records Policy (Vehicles - Section 800).
  • Must complete a criminal history check post offer.

Selection Process:

1. Apply today! In lieu of a resume, we ask that you complete and submit an online application, which will be used to screen for minimum qualifications (MQs) and to determine starting pay in accordance with the provision of the Oregon Equal Pay Law.

2. Minimum Qualifications (MQ) Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Additional preferred qualifications screening may be applied depending on the number of applications received. The timeframe to review will be the week of December 21, 2025.

3. Subject Matter Expert (SME) Review: Your responses may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin the week of December 28, 2025 and may take up to 2 weeks.

4. Panel Interviews: Generally, the top 6 - 8 candidates will be invited to participate in a panel interview.

5. Conditional Offer: The top candidate will be required to successfully clear a third-party background check and driving check as pre-employment conditions.
