Job Announcement

Join the Park Authority and our nationally recognized team of professionals! This position provides leadership and oversight of the agency's capital funding and will be a part of one of the most highly regarded park systems in the country. With almost 24,000 acres of parkland, nine Rec Centers, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

Oversees the development, management, and reporting of the Park Authority's annual budget across multiple funds, with a focus on the capital funding processes. Provides direct oversight and maintain responsibility for all capital budget preparations, reconciliation, and forecasting. Collaborates with leadership and other project management staff to ensure agency understanding and accuracy of the budgets, reporting, cash-flow planning, and all project funding tracking. Serves as the financial lead for bond referendums and other capital resources, ensuring compliance with GAAP, GASB, Department of Management and Budget (DMB), and Department of Finance (DOF) policies. Also directs the overall Budget Office team in the preparation of highly detailed financial reports and analysis, overseeing the administration and development of budget materials for all funds, including operating funds. Develops and prepares budget/financial presentations for the Park Authority Board, as well as managing official budget submissions to DMB. Additionally, this role will play a key part in developing funding plans for all agency funding sources, ensuring the appropriate utilization of all available funds, developing a strategic approach to all alternative funding sources, and partnering with Park Authority staff in different divisions.

  • Prepares or oversees the preparation of large, complex agency budget;
  • Oversees a group of financial staff performing complex work;
  • Assists the Fiscal Manager with development and annual compilation of the annual, quarterly, and carryover budgets;
  • Directs all budgeting, purchasing, and payment activities for a specialized area of grants management, accounts payable/accounts receivable, or financial operation;
  • Assists in the development and implementation of fiscal management and accounting procedures for the agency;
  • Maintains financial policies and procedures and has direct oversight of audits;
  • Coordinates and oversees audit processes;
  • Prepares grant proposals and reports;
  • Ensures compliance with all applicable Federal, State and County regulations and procedures.

Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, four years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

PREFERRED QUALIFICATIONS:

  • Strong knowledge of government accounting and public sector budgeting, including capital and bond financing.
  • Demonstrated experience managing complex budgets and financial reporting.
  • Experience with FOCUS system or other financial management systems.
  • Experience developing budget estimates and forecasting for large-scale, multi-year capital projects.
  • Experience directly creating and managing budgets for capital projects, including managing cash-flow projections, managing multiple funding sources, oversight of work performed for others (WPFO), and other bond activities.
  • Ability to plan and implement strategic funding approaches, including management of multiple funding streams.
  • Experience in developing data, reports, and presentations to internal and external stakeholders.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to remain seated at desk for long periods of time. Generally sedentary with walking and lifting up to 10lbs. Must be able to effectively communicate in person and writing. All duties may be performed with or without reasonable accommodations.
