Conduct the general administration of benefits for a multi-campus urban community college. With the Benefit Manager, assist in maintaining the College's relationship with brokerage and various benefit carriers. Assist the Benefits Manager with contract negotiations, renewals and consulting to meet the needs of the college community and comply with State and Federal regulations.
Essential Duties
Conduct new employee benefit orientation. Coordinate enrollments in all benefit plans for new employees on a weekly basis, explaining available options and the financial responsibility of both TCC and the employee.
Input, prepare, and manage employee benefit information including enrollment, qualifying events, reclassification, and terminations utilizing HRIS systems, benefit files, external enrollment platforms, and departmental materials.
Review all payrolls and discrepancy reports from vendors to ensure accuracy. Communicate with internal and external stakeholders to resolve discrepancies
Update and review flex administration file feed. Connect with vendor(s) regarding discrepancy report.
Upload payroll documents and benefit related paperwork to Xtendr.
Advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and long-term disability benefits. Handles the FMLA leave administration process from the employees initial notice of the need for leave to the return to work. Communicates with employees regarding their needs for leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave. Process FMLA paperwork including tracking, time sheets, and correspondence. Oversees the return-to-work process for employees returning from extended FMLA, workers compensation, or other leave(s). Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.
Process and send out COBRA and portability forms.
Complete LTD, Critical Illness/Cancer, Life Insurance and Accident claim forms; correspond with vendors regarding approval or denial.
Provide active support to the Total Rewards & Wellness Manager during employee Option period and on benefit projects.
Collect and process EOI approvals each open enrollment.
Collaborate with Accounting to set up new benefit vendors.
Serve as primary contact to respond and provide guidance on questions from employees and management regarding ADA reasonable accommodation requests. Interpret and apply federal and state laws regarding equal access for people with disabilities. Monitor and ensure compliance with state and federal disability laws. Process and manage all employee ADA claims. Ensures appropriate processes are in place to provide for resolution of inquiries. Keep abreast of risk and/or ADA compliance related issues by attending seminars, classes, etc.
Minimum Qualifications
Bachelor's degree in Human Resources, Business, Public Administration or a related discipline.
3 years experience with Human Resources and employee benefits.
Working knowledge of federal and state laws affecting benefit plans such as: ERISA, ACA, USERRA, etc.
Experience with HRIS systems to manage benefits.
Experience analyzing and managing wellness programs to reduce benefit premiums.
Ability to work in a team-oriented environment utilizing effective interpersonal skills.
Attention to detail with excellent organizational skills.
Sensitivity when handling confidential information in a professional and discreet manner.
Preferred Qualifications
SHRM-CP or PHR certifications.
Experience with Teachers' Retirement System of Oklahoma.
