Description Summary: The Vice President, Medical Affairs and Chief Medical Officer is responsible for medical affairs of the hospital and for providing leadership to the Medical Staff from a medical management perspective. The VP facilitates communication and understanding among the various clinical components of Wayne UNC Health Care with a goal of providing high quality, efficient and safe care. Performs responsible administrative and professional work in planning, budgeting, organizing, and supervising activities within areas of responsibility; establishes and reviews policies, procedures, standards and objectives for the provision of services; coordinates across departments to provide a maximum level of services to patients, family, and hospital staff. Provides oversight and support for the Medical Staff structure with daily operations, quality patient care, and compliance with legal, regulatory, accreditation and The Joint Commission standards and requirements. Collaborates closely with Senior Leadership and the Board of Directors.
The VP/CMO is also responsible for medical services planning in conjunction with Medical Staff leadership; contract development, negotiation, and implementation. Leads and supports the improvement of electronic medical record technology as well as clinical quality improvement activities. Supports the goals, mission and values of the hospital while providing organized and effective leadership. Responsibilities: 1.Serves as the leader and administrative support to organized medical staff, elected medical staff leaders, department chairs, committee chairs and medical directors. a.Provides support and advice to elected Medical Staff officers, department chairs, committee chairs and medical directors in managing Medical Staff affairs. b.Responsible for an ethical workplace. Assists organizational leadership and medical staff in the application of the Hospital Bylaws, Medical Staff Bylaws, Rules and Regulations and Policies. Ensures medical staff activities are in compliance with all applicable federal and state laws and regulations and The Joint Commission. Promotes education and understanding throughout the hospital and with all medical staff. c.Acts as liaison between hospital administration and Medical Staff leadership. Coordinates functions, communications and actions among Medical Staff departments and committees. Serves as ex-officio member and attends all Medical Staff meetings. d.Promotes medical staff alignment with organizational goals and objectives. e.Oversees medical staff corrective action process. 2.Serves as liaison between medical staff administration and the CEO, Board of Directors, senior leadership and department directors. a.Participates in the establishment of the organization's mission, strategic plan, budgets, resource allocation, program development, operational plans, policies, and selection of clinical equipment and supplies. b.Provides advice and support to the Board of Directors and leadership in matters regarding physicians and clinical practice. c.Actively interacts with the senior leadership team. d.Facilitates communication between administration and medical staff leadership. Serves as a clinical voice, representing opinions of practitioners and conversely, helps the medical staff understand the rationale for executive decisions. e.Attends Board of Director meetings. f.Serves on the UNC Health Care System Chief Medical Officer's Roundtable and coordinates the implementation of system initiatives into Wayne UNC Health Care. 3.Assists Medical Staff in the review of the clinical practices at the hospital and promotes high quality medical care and patient outcomes. a.Oversees hospital and Medical Staff clinical practices and performance improvement initiatives. b.Promotes and guides high quality medical care throughout the hospital. c.Oversees and improves medical staff quality, safety and outcomes measures. d.Actively supports and promotes a culture of patient safety. e.Assists with the development of appropriate clinical practice guidelines and drives clinical standardization. f. Oversees physician performance measures including OPPE/FPPE. g.Serves as the liaison with the Performance Improvement Department on matters related to the Quality Improvement Organization and other third-party payers on matters relating to physician performance . h.Leads Medical Staff improvements in care transitions, care standards, cost reduction initiatives, resource utilization and improvements in electronic health record utilization and documentation. i.Collaborates with the Chief Nursing Officer to drive inter-professional patient care. Participates in the establishment, review and revisions of policies, procedures and standards of care related to patient care procedures and outcomes as necessary. j.Participates in the evaluation of existing and new programs, services and initiatives considered by the facility, including development and monitoring of best practices for all services. 4.Works with hospital management to drive patient and physician experience initiatives in the hospital and physician practices. a.Actively assists in the development and promotes acceptance of service standards for the medical staff and the entire organization. b.Works with medical staff to ensure that the established service standards are met or exceeded. c.Monitors patient/customer satisfaction and uses data to improve systems, processes and outcomes. d.Helps to investigate and resolve major patient complaints or problems. e.Initiates programs to help promote physician satisfaction. 5.Serves as the organization's Chief Medical Informatics Officer. Works cooperatively with the hospital IT department, clinical informatics and other IT committees to advance clinical information technologies and tools . a.Serves as chair of selected Clinical/Medical Informatics Committees including CPOE steering and Physician Advisory Information Technology Committee. b.Attends Information Technology Steering Committee meetings as needed. c.Serves as the liaison with the Clinical Informatics staff and supports compliance with required clinical documentation and security . 6.Responsible for the following hospital departments: Medical Staff Services, Medical Staff Performance Improvement, Utilization Management, Clinical Documentation and Medical Student Affairs. a.Oversees processes for medical staff appointments and reappointments including the application, credentialing and privileging functions. b.Develops strategic and operational plans for departments supervised. Prioritizes efficient and effective operations. c.In collaboration with Human Resources, manages teammates and addresses issues according to HR and hospital policy. d.Provides budget development and oversight. e.Provides policy and procedure oversight. 7.Provides administrative oversight for the hospital-based physician contracts and services. a.Assists hospital President with contract negotiations and oversight. b.Monitors contract performance and service levels including physician and patient satisfaction. c.Participates in the evaluation of existing and new programs, services and initiatives considered by the facility, including development and monitoring of best practices for all services. 8.Oversees and promotes medical staff development. Assists with medical staff recruitment and retention. 9.Promotes trust and teammate engagement through effective and timely communication strategies. Continues and further develops positive, mutually supportive relationships between leadership and the medical staff. 10.Performs executive on call duties on a rotational basis in support of the CEO and leadership team.
WAYNE Other information: Education Master's degree in Health Care Administration, Business Administration, Public Health, or Board certification as a Certified Physician Executive (CPE) preferred. CPE may be in lieu of a Master's degree.
Licensure/Certification North Carolina medical license (unrestricted) required. Board certification in a clinical discipline required.
Experience Minimum of five (5) years of clinical practice is required, with reputation as an excellent clinician. Physician leadership experience as a Medical Director, Clinical Chair or other significant medical-administrative experience is required. Prior experience as a Vice President Medical Affairs or Chief Medical Officer is preferred.
