This position is to support Department of Interior's (DOI) Mission Support: Operational Efficiencies and Experiences project with the implementation of technology solutions and tools, and business process management to support a range of mission-critical, strategic goals and objectives. All areas involve the utilization of agile methodologies and continuous integration practices; resulting in adaptable technologies and business processes that can evolve with the Government's strategic direction and objectives. This position also supports unique mission requirements with emphasis being placed on scalability, interoperability, accessibility, and long-term sustainability that are adaptable to changes in federal policy and/or Government mission requirements.

Seneca Technologies is seeking a Systems Architect / Sr Developer to provide a unique blend of strategic thinking, hands-on development, and business analysis to design, build, and deploy mission-critical applications using Low-Code/No-Code (LC/NC) platforms. The ideal candidate will serve as a technical leader and subject matter expert, responsible for translating complex government requirements into secure, scalable, and compliant solutions. You will architect system integrations, develop sophisticated workflows and user interfaces, and ensure that all solutions align with federal IT standards and modernization goals.

This position is aremote position. This is a full-time employment opportunity, and the candidate MUST be a U.S. Citizen or Permanent Resident and must be able to complete/pass/hold a moderate public trust investigation.

Responsibilities include, but are not limited to:



  • Lead the design and architecture of enterprise-level solutions on LC/NC platforms (e.g., Microsoft Power Platform, Appian, etc.).
  • Evaluate and recommend appropriate LC/NC platforms and tools based on client requirements, existing technology stacks, and federal mandates.
  • Develop and enforce governance models, standards, and best practices for LC/NC (e.g. Appian) development to ensure consistency, quality, and security.
  • Design robust integration strategies to connect LC/NC (e.g. Appian) applications with legacy systems, databases, and third-party services using APIs and other integration methods.
  • Ensure solutions are designed for scalability, performance, and maintainability within a federal government environment.
  • Perform hands-on development of complex applications, including data model design, business logic implementation, process automation, and user interface configuration.
  • Serve as the senior technical resource for the development team, providing mentorship, code reviews (where applicable), and guidance on advanced development techniques.
  • Manage the full software development lifecycle (SDLC) within an Agile framework, from requirements analysis to deployment and post-production support.
  • Troubleshoot and resolve complex technical issues, ensuring high levels of system availability and user satisfaction.
  • Collaborate directly with federal clients and stakeholders to gather, analyze, and document business and functional requirements.
  • Translate business needs into technical specifications, user stories, and process flow diagrams.
  • Conduct business process re-engineering sessions to identify opportunities for automation and optimization using NC/LC capabilities.
  • Prepare and deliver demonstrations, training materials, and technical documentation for a variety of audiences, from end-users to executive leadership.
  • Serve as the primary liaison between business stakeholders and the technical team, ensuring clear and consistent communication throughout the project lifecycle.
  • Ensure all developed solutions adhere to federal security and compliance standards, such as FISMA, NIST, FedRAMP, and Section 508 accessibility guidelines.
  • Actively participate in the Authority to Operate (ATO) process by providing necessary documentation, system diagrams, and security control evidence.


Basic Qualifications:



  • Must be a U.S. Citizen or Permanent Resident, as mandated by our government client.
  • Must be able to complete/pass/hold a moderate public trust investigation.
  • 8+ years of experience with LC/NC (e.g. Appian) development.
  • BS/BA degree in Computer Science, Information Sciences, or related IT discipline preferred.
  • Software Development experience within Federal Enterprise environment preferred.
  • Experience mitigating cyber security risks.
  • Experience with user management (creating users, roles, assign privileges), troubleshoot errors, develop and test reconciliation routines to perform data clean up.
  • Excellent analytical skills, attention to detail, and strong problem-solving abilities.
  • Excellent communication and collaboration skills.
