TSC is seeking a seasoned business leader to serve as Operations Manager within the Defense & Space Systems (DSS) Division. based in the Arlington, VA area. This role is a high-impact position responsible for the management, growth, and execution of a major business unit. The Operations Manager reports directly to the Division Manager and oversees all aspects of business operations, including Profit & Loss (P&L), strategic planning, staff leadership, and program execution across multiple customer portfolios and technical areas.

The ideal candidate will be a strategic thinker with a strong background in defense contracting, capable of driving both operational excellence and long-term business growth in alignment with corporate priorities and DSS Division objectives.

Key Responsibilities to Anticipate:

  • Strategic Leadership & Alignment
    • Act as a corporate advocate within the DSS Division, providing clear business and technical direction aligned with the division's vision and corporate strategy.
    • Serve as General Manager of the operation, responsible for aligning operational capabilities, customers, and programs with Division goals and strategic initiatives.
    • Develop and execute a 5-year business plan focused on customer sustainment, revenue growth, and new business capture, in collaboration with Corporate BD and the DSS Division.
  • Business & Financial Management
    • Serve as the P&L owner and execute to an agreed 5-year Sales and Profit Plan supporting the DSS business plan.
    • Meet or exceed annual sales and profit goals as defined in the Division's Annual Operating Plan (AOP), while supporting corporate KPIs.
    • Manage operational cost budgets, direct labor plans, and financial performance of programs under the operation's purview.
    • Propose internal corporate initiative projects for IRAD or other investment consideration as part of the AOP planning process.
    • Develop and sustain year-over-year funded backlog growth to support proactive staffing and capability development.
  • Program Execution & Oversight
    • Lead the operation staff to successfully execute all programs, ensure on-time deliverables, meet customer expectations, and achieve profitability targets.
    • Ensure Program Managers collaborate with PMO, Contracts, and Project Controls to produce accurate Estimates to Complete (ETCs) and Estimates at Completion (EACs).
    • Be the primary authority for resolving budgetary, programmatic, customer, and staffing challenges while maintaining compliance with company policies and procedures.
  • Staff Leadership & Talent Development
    • Supervise Senior Managers and establish performance objectives and metrics aligned with DSS goals.
    • Promote a high-performance culture through consistent performance measurement, mentoring, and feedback.
    • Drive cross-division collaboration, employee development, and an innovative culture aligned with corporate values.
  • Business Development & Growth
    • Lead efforts to sustain current revenue streams, expand into adjacent markets, and develop new strategic customer relationships.
    • Support Corporate and Division-led business capture and proposal efforts, including staffing plans, technical solutions, and price strategies.
    • Develop and manage a healthy, executable business development pipeline in coordination with Division leadership and BD staff.
  • Operational Execution & Governance
    • Ensure alignment and communication of strategic and operational plans across the operation's staff.
    • Establish strong technical and managerial leadership chains to support consistent performance, risk management, and accountability.
    • Manage assigned and delegated tasks as needed by the Division Manager or executive leadership.

Required Qualifications:

  • Bachelor's degree (technical background preferred) with 15+ years of experience in P&L management, including oversight of $25M+ in revenue and $2.5M+ in profit.
  • US Citizenship with an active Top Secret/SCI clearance or SCI-eligible
  • Proven leadership in DoD/government contracting, with deep knowledge of acquisition processes, program planning, and translating customer requirements into executable strategies.
  • Demonstrated success in partnering with Corporate Business Development to build and sustain pipelines and meet long-term growth objectives.
  • Experience building and leading geographically dispersed, matrixed teams, fostering collaboration, innovation, and high performance.
  • Strong track record managing business financials, strategic goals, and operational resources, while maintaining compliance with corporate policies.
  • Skilled in developing technical and managerial leadership structures within complex organizations.
  • Excellent communicator, adept at presentations and leading cross-functional teams.
