Job Summary

The Loudoun County Health Department is seeking a skilled, independent, and highly motivated Nursing Services Site Manager to join our team to oversee all aspects of our growing Ashburn public health medical facility. This is a new full-time role based at our office in Ashburn, Virginia, with core work hours of Monday-Friday, 8:30 a.m. to 5:00 p.m.

As the Nursing Services Site Manager, you will manage a team of Nursing Program Managers and their administrative support team. In addition, you will play a key role in protecting and improving the health of Loudoun County residents. This is a meaningful opportunity to make a direct and lasting impact on our community.

Responsibilities include, but are not limited to:

  • Oversight of the management of assigned service areas, including Tuberculosis and Long Term Support Services (LTSS) nursing programs, serving as a subject matter expert.
  • Supervise front desk reception, medical billing, records retention, customer service, and effective use of the Electronic Health Record (EHR) system.
  • Lead, supervise, and support staff while managing resources and budgets efficiently.
  • Monitor quality assurance of patient care delivery, customer satisfaction, and compliance with county, state, and federal policies.
  • Develop and implement a department-wide OSHA compliance program.
  • Lead recruitment, onboarding, training, and ongoing professional development to ensure staff maintain the skills, knowledge, and competencies required for excellence in service delivery.
  • Procurement and administration of grants.
  • Provide direct care services to clients as needed.
  • Manage medication services, including dispensing and auditing medications in accordance with Board of Pharmacy and 340B compliance.
  • Manage laboratory services for the assigned site.
  • Lead the respiratory protection program for the division.
  • Manage program utilization and productivity standards for the program and staff.
  • Perform research and analysis of topics and data related to the department; participate in data gathering and analysis meetings; and propose effective strategies, policies, solutions, and interpretations to address identified issues.
  • Prepare written reports and studies.
  • Consult to resolve difficult program issues.
  • Develop and update policies and procedures related to department and program services.
  • Ensure collaboration, cooperation, and program development across all service areas.
  • Oversee the response to, investigation, and resolution of complaints of violations and appeals.
  • Provide professional advice and counsel to coworkers; shares knowledge and information, based on areas of technical expertise.
  • Represent Loudoun County at meetings with public/private interest groups, other jurisdictions, and regional or national organizations, discussing issues relevant to assigned responsibilities.
  • Manage staff performance in alignment with Loudoun County Human Resources policies by delivering ongoing feedback, conducting formal performance appraisals, and ensuring full compliance with all applicable policies and procedures.
Hiring salary commensurate with experience.

Minimum Qualifications

Bachelor's degree in Nursing from a professionally accredited college or university; and four (4) years of related, progressively responsible work experience including one (1) year of supervisory experience; or equivalent combination of education and experience.

Preferred Qualifications:

  • Public health experience, including working knowledge of tuberculosis care management, waiver screenings programs, and immunization programs.
  • Five or more years of nursing supervisory experience, including recruitment, performance management, mentoring, and leadership experience.
  • Strong working knowledge of medical office compliance in areas including, but not limited to, nursing training, OSHA, HIPAA, and records retention.
  • Strong data collection skills and attention to detail.
  • Experience leading staff in adopting new Electronic Medical Records systems.
  • Public speaking experience.
  • Previous management experience running an outpatient medical facility.
  • Bilingual ability in English and Spanish.

Job Contingencies and Special Requirements

  • Possess and maintain an unencumbered Registered Nurse (RN) license to practice in Virginia.
  • Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).
  • Pass pre-employment background checks to include fingerprinting, NCIC, credit, and DMV checks. Pass TB test within 10 days of hire.
  • Vaccination or proof of vaccination as required for Health Care Personnel by the Virginia Department of Health.
  • Obtain any Department required certifications within established time frames of hire.
  • Complete required OSHA and HIPAA training.
