Job Description
- Provides the planning, design, acquisition and implementation of the company's telecommunication services. Evaluates business requirements to develop and implement solutions. Conducts project planning, cost analysis and vendor comparisons. Performs analysis to determine best configuration of systems.
- Responsible for infrastructure related to telecommunications including related hardware and software to ensure availability, recoverability, performance, integrity and supportability through production support of existing network, and development and implementation of enhancements.
- Provides advanced customer support for new and existing telecommunication system.
- Plans and executes telecommunication designs, configurations, or enhancements to new and existing telecommunication services.
- Researches, recommends and designs new technologies, new configurations and enhancements to existing telecommunication network, providing consulting advice to customers on the capabilities of the network environment. Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
- Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities
- Engineers and designs complex telecommunications infrastructure, services and interfaces to external networks. Proficiently applies IT methods, professional knowledge and PSE standards and practices to complex tasks and situations.
- Leads implementation and deployment efforts on intermediate projects.
- Works with project manager to develop realistic work estimates, financial budgets and project schedules.
- Participates in mid- to long-term telecommunication systems planning.
- Reviews project deliverables for accuracy and provides assistance and mentoring to others.
- Provides cost/benefit analysis on intermediate projects.
- Ensures internal and external security as well as adherence to compliance standards.
- Participates in evaluation of vendor proposals.
- Conducts studies and performance analyses and recommends changes.
- Updates or creates documentation based on work performed.
- Responds to unfamiliar, undefined, unexpected, or unstable situations with the professionally prescribed standard response.
- May function in a lead capacity within department and represent department in workflow and escalation discussions with others.
- Effective in relationships with business partners, professional peers, and other team members.
- Works with IT professionals and managers, primarily within own department.
- Coaches less experienced IT/telecom professionals.
- Operates under general direction.
- Performs other duties as assigned.
In your role as PSE Sr. Radio Engineer, you will be specifically responsible for:
- Architecture, configuration, and on-going maintenance requirements of the company's AMTS band DMR radio and analog UHF & VHF systems, and radio dispatch console systems: MPT 1327/1343 Fleet Structure, DMR Tier III Trunking Radio Operation, G.711/AMBE2+ Vocoders, AIS and VRP Dispatch and Recorder Interfaces.
- All PSE radio FCC licenses, and required FCC reports.
- Manage compliance for all FCC authorized frequencies, and knowledge of pertinent parts of FCC rules - Parts 1-5, 15, 17, 27, 80, 90, 95, and 101.
- Manage vendor support contracts.
- Tower obstruction marking and lighting as required by FAA Advisory Circular AC 70/7460 and FCC rules Part 17.
- Communication tower inspection program and compliance reporting per WAC 296-32.
- Communications equipment and communications site grounding - preferably, knowledge of Motorola R-56 standard.
- Understanding of IP subnetting, network routing, unicast and multicast networks, VoIP, SIP and RoIP protocols.
- Telecommunications battery back-up systems, you will need to be able to calculate discharge /recharge rates and battery capacities.
- Better than basic understanding of antennas and antenna propagation theory; be able to make simple to complex link budget calculations.
- Understanding SNMP alarm and SNTP time protocols as used in radio systems.
- General understanding of stationary motor generators and automatic transfer systems.
- Understanding lead-lag HVAC systems and be able to make basic thermal load calculations.
- Thermal management design and thermal load calculations and sizing communications enclosures.
- Basic computer knowledge - disk management, ILOM, scripts, CLI.
Minimum Qualifications
- Two (2) year degree or certification in a technology-related field or equivalent combination of education, work experience or relevant military experience, and at least four (4) years of experience in related field.
- Four(4) years of technical telecommunications experience.
- Three (3) years of experience in related planning, analysis, configuration, installation, management, and coordination work.
- Ability to manage projects, including schedules, resource allocations and budgets.
- Experience leading and participating in internal and external teams.
- Strong interpersonal and communications skills.
- Ability to analyze complex systems, solve problems, and multi-task.
- Knowledge and experience with IT infrastructure, MPLS, data, voice, Telco, concepts, practices and procedures.
- Extensive knowledge of subject matter within telecommunications, with a basic knowledge of related disciplines.
- MS Office skills.
- Knowledge of industry best practices and technological leading edge developments.
- Knowledge of commonly-used concepts, practices, and procedures within telecommunications field.

- Professional Engineer (PE) Certification.
- Experience in engineering, design, construction, operation and maintenance of various telecommunication systems.
- Working knowledge of SAP and PSE budgeting and planning process. Basic understanding of PSE electric and gas infrastructure and field practices. Financial analysis capability to assess feasibility of projects and decisions.
- Knowledge of electric distribution and transmission infrastructure.
- Knowledge and experience utilizing issue tracking systems and processes (REMEDY, Visio, ISR's, Budget process, Change Control, and PSE Cable Management Database). Strong statistical and analytical skills.
