Job Summary: The Assurance Manager, Public Housing Authority is responsible for supervising, directing, and reviewing the results through the delegation of tasks throughout the client engagement.
Job Duties:
- Develops and conducts training programs and presentations for potential clients and the public housing industry
- Performs General Ledger reconciliation for housing agencies
- Provides budgeting assistance to housing agencies and clients on a monthly and annual basis using both client's and BDO's systems
- May perform CFO responsibilities, advanced accounting services, and provide staff management consulting/advice to clients
- Develops, revises, and implements housing policies and procedures
- Advises clients on the formulation and administration of housing plans, policies, and programs
- Ensures public housing programs are in compliance with established policies and applicable federal and local guidelines
- Oversees internal controls and daily operations for housing authorities/agencies
- Leads or supervises engagements
- Manages staff
- Actively markets and cross- sells Finance services
- Communicates and manages client expectations
- Participates in business development meetings and marketing activities
- Applies knowledge and application of BDO standards and Fund Program, Housing Choice Voucher Program, Low Rent Public Housing Program, Ross Program, Hope VI, Business Activities, Component Units, and other applicable State/Local Programs to deliver quality services and products to clients
- Other duties as required
Supervisory Responsibilities:
- Supervises Consultants and Senior Consultants on all projects
- Reviews work prepared by Consultants and Senior Consultants and provides review comments
- Acts as a Career Advisor to Consultants and Senior Consultants
- Schedules and manages workload of Consultants and Senior Consultants
- Provides verbal and written performance feedback to Consultants and Senior Consultants
- Teaches/coaches Consultants and Senior Consultants to provide on the job learning
- Other duties as required
Qualifications, Knowledge, Skills and Abilities: Education:
- Bachelor's degree in Accounting or Finance, required
Experience:
- Five (5) or more years of prior work experience in public accounting, required
- Prior significant supervisory experience, required
License/Certifications:
- Licensed CPA or international equivalent, preferred
Software:
- Experience in the use of various assurance applications and research tools as is appropriate for this level, required
- Microsoft Office Products, including Windows, Word, Excel, and PowerPoint, required

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography.
