ANALYGENCE is seeking an Acquisition & Assistance Specialist to join our team supporting a Federal Agency client.



  • Review requests for obligation in procurement system for accuracy prior to proceeding with the procurement process.
  • Responsible for entering appropriate contract and grant information into client's assistance planning and financial systems and for maintaining, reconciling and ensuring the accuracy of contract\grant award information in the relevant award database(s).
  • Prepare all award files and ensure the package of documents is complete for review and approval by the client's Contracting/Agreement Officer for award.
  • Participate in pre-award reviews and assessments, and post award orientation conferences, providing guidance and recommendations, as necessary.
  • With a moderate level of guidance, will conduct in-depth cost and price analysis of cost/price/business proposals, reviewing audit reports, applying weighted guidelines for profit/fee determinations by the Contracting Officer and evaluating overhead expenses.
  • Assist in the determination of the competitive range and the development of negotiation strategies.
  • With guidance, facilitate the Contracting and Agreement Officer's negotiations with U.S. and local organizations, and Public International Organizations to reach mutual agreement on the terms and conditions of acquisition and assistance instruments.
  • With guidance, develop recommendations for the Contracting and Agreement Officer on responsibility determinations and prepare the documentation for signature of the Contracting and Agreement Officer such as memoranda of negotiation, determinations and findings, justifications and approvals, etc. to support the full life cycle of the acquisition and assistance processes.
  • Performs necessary research and prepares all documentation for the termination of contracts for convenience of the U.S. Government or default by the contractor, as directed.
  • Assist in providing procurement assistance, advice, and guidance to junior level contracting/grant staff.
  • Candidates must be available for domestic assignments as well as overseas deployments within two to four weeks' notice.
  • Must have an undergraduate university degree from an accredited institution.
  • Ability to work effectively with individuals from diverse backgrounds and perspectives.
  • Must successfully complete government background investigation for facility access. (Current Secret clearance preferred)
  • Possess intermediate experience in contract, grant, and acquisition management, including direct experience supporting domestically and overseas A&A functions.
  • Extensive knowledge of Federal Acquisition Regulation (FAR)/AIDAR and uniform administrative requirements for assistance in 2 CFR 200.
  • Experience providing oversight and recommendations to technical teams regarding appropriate contracting mechanisms, structure of solicitations, and contract management obligations of CORs/AORs.
  • Skill in the use of most elements of desktop and cloud-based office productivity software (e.g., word processors, spreadsheets, and presentations) is required.
  • Ability to work effectively with individuals from diverse backgrounds and perspectives.
  • Working language proficiency in the country being supported is preferred.
  • Must be medically fit for overseas deployment.
  • Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
  • Excellent written and verbal communication skills.
