IMPORTANT INFORMATION
  • Working Condition: Hybrid > The work required in this position may be done predominately remotely with onsite meeting attendance as needed monthly.

WHAT YOU WILL DO

The person in this position will identify, evaluate and facilitate complex agency municipal bond structures and opportunities under the agency's various bond programs. Programs include the agencies multi-family and single-family loan program, which support the Governor's and agencies priorities. These programs are highly visible and are of significant interest to state and local governments, as well as non-profits who received support from the agency. Administer project contracts; monitor and evaluate contractor performance. Recommend changes to project plan in response to unforeseen changes or unexpected results. Assists the section Manager with biennial issuance of approximately $1 billion in bonded debt and is responsible for reviewing the work of lower-level professional staff.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

CHIEF FINANCIAL OFFICE: CAPITAL MARKETS

The Capital Markets Section of the Chief Financial Office manages complex bond sales, debt service, as well as other related capital finance activity for the agency. Bond proceeds used to finance the development of multifamily affordable housing, as well as to provide below market interest rate loans for first time homebuyers. Bond-related activities provide a mechanism to fund loan programs by selling taxable and tax-exempt bonds to investors and using the proceeds to finance multifamily and single-family mortgage loans. The work of this section provides critical funding mechanisms to create and maintain affordable housing for low income Oregonians and ensure the Department remains fiscally stable.
