POSITION PURPOSE
:
North Wind Group is seeking an experienced Capture Manager to lead strategic capture efforts for high-priority federal opportunities. This role is responsible for driving the full capture lifecycle from opportunity qualification through proposal development, while forming and leading dynamic teams, establishing strategic partnerships, and crafting winning strategies. This position will report to the Director of Strategic Pursuits within the business development organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Manage 2-3 mid to large size strategic pursuits concurrently at various stages of the capture lifecycle at any given time
  • Conceptualize a winning strategy and execute a structured capture management process to maximize the win probability
  • Clearly communicate roles, responsibilities, and expectations to capture team members
  • Ensure client-focused activities are taking place including development and execution of call plans
  • Facilitate and participate in key capture activities such as decision point reviews, competitive assessments, technical workshops, teaming discussions, win theme and discriminator workshops and price-to-win efforts
  • Develop and negotiate teaming agreements in partnership with the company President and BD Manager
  • Lead the development and submission of compelling value propositions, sources sought responses, RFI responses and other pre-proposal artifacts
  • Engage in RFP shaping activities by influencing client acquisition strategies, understanding agency priorities, and positioning North Wind's capabilities to align with anticipated solicitation requirements
  • Coordinate with technical and functional teams to shape innovative and compliant solutions
  • Provide regular updates to senior leadership on capture progress, resource needs, and strategic recommendations
  • Analyze RFPs and support bid/no-bid decisions with informed recommendations
  • Oversee the proposal phase of the opportunity to ensure successful delivery of a compliant and compelling submittal to the client
  • Serve as a color team reviewer for proposals.
  • Attend conferences, industry days, and other related events as needed

MINIMUM QUALIFICATIONS:
Education and Experience:


  • Bachelor's degree in relevant business or technical field of study
  • Minimum of 5 years of experience in federal capture management with demonstrated success
  • Demonstrated track record of winning competitive federal contracts

Skills and Abilities:


  • Demonstrated success in proactively developing and executing a disciplined capture management plan
  • Understanding of common functional support areas and their role in the capture process (e.g., HR, Legal, Contracts, Finance, Marketing, etc.)
  • Strong leadership abilities and experience working effectively with senior executives
  • Excellent organizational and time-management skills
  • Proactive mindset with strong analytical and problem solving skills
  • Ability to work independently
  • Proposal development and writing experience
  • Familiarity with government acquisition types, processes, and tools to include solicitation instructions and evaluation factors
  • Ability to apply sound judgement to make informed decisions

Special Requirements:


  • Must pass pre-employment background check.
  • Must pass pre-employment drug testing.
  • Must have a valid driver license.
  • Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.

PREFERRED QUALIFICATIONS:


  • Knowledge of Brooks Act and SF330 requirements for A/E services procurement
  • Knowledge of SBA rules and regulations

PHYSICAL DEMANDS:
This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle, feel, type and reach with hands and arms. The employee may occasionally lift and/or move up to 15 pounds. May require travel up to 10% to various locations.

WORKING ENVIRONMENT:
This position is in a general office setting or home office with low to moderate noise.
