Overview

Con Edison Supply Chain is seeking a talented leader to manage its Direct Support Services Procurement team. This team is responsible for strategic sourcing, category management, and supplier relationship management for services contracts and agreements that directly support our utilities' (electric, gas, and steam) operations. The section manager will lead and oversee the team's work that includes research, analysis, planning, stakeholder involvement, negotiations, drive for process improvements, and achievement of cost savings. The Section Manager will also lead sustainability and small and local business supplier engagement activities within their managed categories. The Section Manager is responsible for managing direct support services procurement activities for the company's two utilities, Con Edison of New York and Orange and Rockland Utilities. This includes but is not limited to providing strategic, commercial, and administrative direction and guidance for specific services categories. The Section Manager will be responsible for ensuring compliance with applicable laws, policies, and procedures. The candidate will need to demonstrate leadership and management competencies, as s/he will be expected to provide training and development, career guidance, and mentorship to their team members. The Section Manager will collaborate with and respond to various inquires with internal and external stakeholders, suppliers, and various levels of leadership on strategy and implementation. The Section Manager will drive continuous improvement activities throughout the procurements they manage. The selected individual will ensure that the Direct Support Services team maintains operations in accordance with the Supply Chain strategy and mission and will be responsible for achieving cost savings and efficiencies and other strategic imperatives.

Responsibilities

Core Responsibilities
  • Lead and manage a team of Procurement Specialists responsible for service categories associated with utility operations, including, but not limited to, environmental services, line maintenance, vegetation management, rental services, emergency support, lab services, inspection services, storage, waste management, fleet, and transportation.
  • Provides guidance in development of sourcing strategies and directs the preparation of bid invitations and other related supply chain documents, evaluates vendor proposals and bids and makes purchase recommendations and approves authorizations in accordance with the Delegation of Authority.
  • Supervises the performance of associated commercial and economic evaluations of supplier bids and proposals.
  • Develops personnel to achieve optimal efficiency and productivity by leading, coaching, and initiating appropriate training. Establishes priorities and adjusts workload as required to deploy assigned resources.
  • Must be available to perform occasional off-hour emergency Supply Chain team leader functions, some of which may require working extended or non-traditional hours.
  • Performs other related assignments as required by Senior Management.
  • Maintain and enhance partnerships and engagement with key stakeholders, customers, and suppliers.
  • Develop and lead strategic efforts that focus on sustainability and small and local business supplier engagement.
  • Lead emergency events as the Supply Chain representative and ensures the Company has sufficient services, resources, material and equipment.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 8 - 10 years relevant work experience or
  • Master's Degree and 6 - 7 years relevant work experience.
Relevant Work Experience
  • 3-5 years of experience managing people and/or overseeing others work performance and development is required.
  • Ability to plan and organize workloads as well as excellent communication, presentation, and interpersonal skills, required.
  • Proficiency in the use of MS Office products, required.
  • Must be able to communicate supply chain strategies and give persuasive presentations, while effectively interacting with all levels of management and conveying supply chain concepts to a non-supply chain audience, required.
  • Must have a solid understanding of supply chain strategies, risk mitigations and global disruptions leading to solutions to ensure the Company is able to secure contractor resources and achieve the best overall value, required.
  • Ability to handle multiple assignments with changing priorities while meeting deadlines, required.
  • Ability to establish medium and long-term plans and priorities, required.
  • Must be flexible and able to work off-hours as required to support deployments, resolve production problems or respond to corporate emergencies, required.
  • Knowledge of Oracle, preferred.
  • Strategic Sourcing and Category Management Experience, preferred.

  • Driver's License Required

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
