Job Summary

The Business Systems Analyst 3 (BSA 3) provides advanced business systems analysis and project support, primarily for the financial systems within UC Davis Health (UCDH) and in collaboration with the UC Davis Campus, including dedicated support to the Veterinary School of Medicine and AUSS-C. This position is responsible for understanding, configuring, and optimizing the ecotime time and attendance system, as well as interfaced applications like Ansos, PeopleSoft (HR), and UCPath. The BSA 3 plays a critical role in ensuring accurate, timely processing of time and attendance data across multiple systems, aligning system functionality with financial, HR, and compliance requirements, including policy compliance, collective bargaining agreement (CBA) considerations, and accurate processing of pay based on the order and rules of integrated applications.

This role includes vendor coordination, partnership with information technology teams, and providing expert guidance to UCDH, the Veterinary School of Medicine, and AUSS-C on process improvements, data integrity, and business process optimization. The BSA 3 will actively participate in cross-functional projects, systems analysis, configuration, testing, defect resolution, and support of financial and HR systems, with a focus on efficiency, accuracy, compliance, and audit readiness. This includes applying deep professional knowledge to independently perform the full range of responsibilities, including complex systems scope definition, process analysis, and business requirements gathering. The BSA 3 is expected to evaluate and resolve diverse, moderate to complex business process issues, demonstrating sound judgment in selecting methods and techniques to achieve optimal solutions.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position.

  • Bachelor's degree in Business, Finance, Information Systems, or a related field, or equivalent experience.
  • 3+ years of experience in business systems analysis, configuration, or support in a large, complex organization.
  • Advanced business systems analysis skills, including requirements gathering, process mapping, data flow evaluation, and documentation to support complex financial and HR systems.
  • Project coordination experience, including participation in system upgrades, cross-functional initiatives, and process improvement efforts within large, complex organizations.
  • Ability to work independently and manage multiple priorities, demonstrating initiative, adaptability, and strong organizational skills in high-pressure environments.
  • Strong analytical, problem-solving, and project management skills.
  • Demonstrated testing and test planning skills.

Preferred Qualifications

  • Advanced knowledge of time and attendance systems (ecotime preferred) and interfaced HR/Finance applications
  • Familiarity with collective bargaining agreements, pay rules, and business rules as they relate to time and attendance systems.
  • Effective communication skills for diverse audiences and technical teams
  • Ability to manage multiple priorities in a fast-paced environment
  • Demonstrated ability to evaluate, define, and implement complex systems requirements, including the ability to guide and advise less-experienced analysts
  • Advanced knowledge of time and attendance systems (preferably ecotime) and integrated HR/finance applications such as UCPath, PeopleSoft, and Ansos, including configuration, testing, and troubleshooting.
  • Excellent communication skills, capable of translating technical details for diverse stakeholders and fostering collaboration between IT, HR, finance, and operational teams.
  • Familiarity with institutional compliance requirements, audit readiness, and documentation standards, particularly in higher education or healthcare settings.

Department Overview

The Payroll Department at UC Davis Health is a critical operational unit within the Financial Services & Solutions (FSS) division, as part of the Controller's office under the Chief Financial Officer, ensuring accurate and compliant payroll processing for UCD Health and Campus employees across clinical, academic, and administrative units. The department integrates payroll operations with enterprise systems (UCPath, Ecotime) and supports compliance with complex regulatory, policy, and union contract requirements.
