THE POSITION

The Department of Transportation is actively looking to hire a Roadside Specialist 1 to oversee the District Roadside Program within the Maintenance Unit. This role involves a variety of technical responsibilities related to the development and upkeep of roadside areas. The selected candidate will play a crucial part in managing contracted services, which include essential tasks such as mowing and tree trimming. Additionally, the specialist will be responsible for inspecting the materials used along the roadside and evaluating the work completed by contractors to ensure compliance with standards. Another key aspect of this position is assisting in the implementation of pesticide applications across the district, contributing to the overall health and maintenance of roadside environments. DESCRIPTION OF WORK

In this position, you will support the Roadside Specialist 2 in managing maintenance service purchase contracts, which encompass tasks such as pesticide application, tree removal and trimming, and mowing operations. Your responsibilities will include ensuring that production reports, quality assurance assessments, and periodic production evaluations are conducted as mandated. Additionally, you will address complaints related to herbicide application, tree removal, and mowing activities carried out by both county and contract crews, taking necessary actions to ensure appropriate resolutions are implemented. You will also assist the Roadside Specialist 2 in the preparation and ongoing updates of the annual pesticide programs for both departmental and contractor operations. Furthermore, you will either assist or independently conduct equipment inspections for tree, mowing, and spray contracts prior to their commencement, ensuring timely communication of inspection outcomes to both the contractor and PennDOT management while proactively aiding the contractor in rectifying any identified deficiencies. It will be essential to remind the contractor and their teams of the various goals and timelines associated with the spray programs, emphasizing the importance of completing each program punctually. You will also provide assistance to the Roadside Specialist 2 and/or independently address any technical inquiries from the contractor or their crews regarding the types and timing of herbicide applications, ensuring that production objectives set by the department are met in a cost-effective manner.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Roadside Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or

  • Two years of experience in technical landscaping and roadside development activities; and an Associate's Degree in agronomy, botany, forestry, horticulture, or a closely related field; or

  • A Bachelor's Degree in agronomy, botany, forestry, horticulture, or a closely related field; or

  • Any equivalent combination of experience and training.

Other Requirements:

  • This particular position requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
