Job DescriptionThe Manager of Property Management is responsible for overseeing central receiving, mail services, inventory control, and surplus activities across multiple Texas State Technical College (TSTC) campuses. This leadership role ensures the effective receiving, redistribution, sale, and disposal of surplus property, while actively fostering partnerships with public schools to promote the reuse of surplus materials. Additionally, the Manager will coordinate with campuses that lack on-site inventory control staff, ensuring compliance with state requirements and maintaining operational efficiency.

Essential Functions

  • Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community.
  • Lead efforts to streamline the transfer, sale, and disposal of surplus property. Develop partnerships with public schools and other educational institutions to repurpose surplus materials, reducing landfill waste and promoting sustainability.
  • Maintain accurate records of inventory, surplus transactions, and mail services. Prepare and present regular reports on the status of property management activities, surplus redistribution efforts, and compliance with policies.
  • Serve as the primary liaison for campuses without dedicated inventory control technicians. Ensure these locations are properly supported, and tasks are completed in compliance with institutional standards.
  • Collaborate with external departments such as Purchasing, Accounts Payable, and Facilities to ensure the smooth execution of inventory control, surplus, mail services, and central receiving functions, as well as adherence to relevant policies.
  • Provide leadership to on-site and remote staff, ensuring the team is properly trained and empowered to meet operational objectives. Foster a culture of accountability, continuous improvement, and innovation.
  • Develop and lead strategic initiatives to optimize inventory control, surplus management, and mail services, focusing on long-term sustainability and operational efficiency across all campuses.
  • Address urgent issues related to inventory, surplus, and mail services in a timely manner. Serve as the point of contact for troubleshooting and resolving challenges across campuses, ensuring minimal disruption to operations.

Education

  • Bachelors Degree required

Knowledge / Skills/ Abilities

  • Minimum of 5 years of experience in property management, inventory control, or a related area, with at least 2 years in a leadership or managerial role.
  • Strong communication, negotiation, and relationship-building skills, especially in working with educational institutions and public sector organizations.
  • Proven ability to analyze data and generate meaningful insights for improving property management processes.
