The Service Order & Quality Manager has the overall responsibility for managing the service order process for all unscheduled maintenance, repairs, and projects that exceed the contract's Firm-Fixed-Price (FFP) threshold. This individual is also responsible for implementing the Quality Control Program, ensuring all executed service order work and subcontractor performance meet the rigorous quality standards outlined in the PWS and the contractor's approved Quality Control Plan (QCP).

RESPONSIBILITIES AND DUTIES:


  • Manage the entire lifecycle of service orders, from receiving government-identified requirements to final acceptance and closeout.



  • Develop detailed service order proposals for government approval, including market research and competitive quotes from qualified subcontractors.
  • Prepare Independent Government Estimates (IGEs) to support the government's comparative analysis of proposals.
  • Assemble and submit complete service order packages to the government for approval, ensuring all required documentation and justifications are included.
  • Implement and manage the Quality Control Plan (QCP) as it pertains to all service order and subcontractor work, ensuring adherence to all quality standards.
  • Direct and coordinate all project activities, performing and documenting quality control inspections on completed service order work to verify compliance with contract requirements and technical specifications.
  • Identify, document, and track deficiencies in subcontractor performance and ensure all corrective actions are completed effectively before project closeout.
  • Lead project coordination meetings with stakeholders, facility staff, and subcontractors.
  • Provide regular project status and quality performance reports to the Contract Maintenance Manager (CMM) and facility management staff.
  • Manage project closeout by conducting final walkthroughs, verifying the correction of all identified deficiencies through a formal punch list process, and collecting all required documentation such as O&M Manuals and warranties.

Knowledge, Experience and Skill Requirements:



  • Should possess advanced knowledge and understanding of all aspects of medical facility repair, construction, and facilities management, including mechanical, electrical, plumbing, and life safety systems.
  • Must have experience with the federal government service order process, including proposal development, subcontractor management, and quality assurance inspection procedures.
  • Understanding and knowledge of NFPA, TJC, EPA, and OSHA codes and standards.


Position Requirements

QUALIFICATIONS:



  • Minimum five (5) years of experience in health care construction, renovation, and maintenance/repair project management in a hospital environment. This experience must include at least two (2) years of direct responsibility for quality control evaluation and reporting in a facility management or construction environment in a comparably sized health facility.
  • Progressive operations management experience in the healthcare or government contracting industry.
  • Excellent communication and organizational skills, with a strong ability to plan, organize, and direct resources to meet goals and objectives.
  • Must be able to read, write, speak, and understand English.
  • Proficiency with Microsoft Office programs.
  • Must be able to pass a background check.


Licenses and Certification:

Required:



  • High school diploma/GED or higher education.
  • Valid driver's license.


Preferred:



  • Certified Health Care Constructor (CHC) certification.
  • Project Management Professional (PMP) certification.
  • Quality Inspector/Quality Process Analyst/Quality Technician.
  • Knowledge of the Facility Module of the Defense Medical Logistics Support System (DMLSS-FM), or capable of being trained within six months of hire.

Physical Requirements:



  • Employee is regularly required to sit; use hands to handle or feel and communicate effectively. Frequently required to reach with hands and arms and occasionally is required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
