REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE:




  • Bachelor's degree in Management Information Systems or equivalent experience
  • Experience with the following technologies:


    • Thorough knowledge of Visual Studio 2019/2022
    • DevOps using TFS/Git source control
    • Microsoft Windows Server 2019 and later
    • Microsoft SQL Server 2016 and later
    • .NET framework 4.8/NET 5,6



  • Working knowledge of OOD/OOP (Object Oriented Design/Programming) and software modeling experience
  • Demonstrated proficiency in the following programming languages:


    • C#
    • Java/JavaScript
    • T-SQL/PL-SQL






HIGHLY DESIRED SKILLS AND PROFICIENCIES:




  • Mobile/handheld PDA application development (iOS, Android)
  • Healthcare enterprise environment experience
  • Web API Development focusing on REST(JSON/XML), ODATA, WCF, OAuth, ASMX
  • SignalR
  • TCP/IP Socket application development
  • Data Interchange Formats (X12, HL7)
  • iSeries OS400/DB2, MS-SQL environment
  • Docker/Docker Swarm/Kubernetes
  • DevOps understanding of CI/CD
  • DevOps pipelines build and deployment process.
  • HTML5/CSS3
  • Understanding of on-premises and hybrid cloud infrastructure for web and API cloud implementations
  • AI/machine learning in areas of APIs, bots, and content search capabilities



PRIMARY FUNCTIONS:




  • Develop well-engineered code that is readable, well-commented, and adheres to standards and best practices
  • Ensure timely communication of work status using Florida Health Care Plans suite of task reporting tools
  • Accurately estimate the work time needed to meet the requirements defined in project specifications
  • Function in a technical leadership role on designated projects
  • Maintain and resolve issues with current applications
  • Identify, intervene, document and report discovered risks to supervisors
  • Identify quality improvement opportunities and submit documented suggestions to supervisors
  • Work independently with minimal guidance and supervision
  • Continuously explore and remain current on new technologies and programming techniques
  • Take On-Call support calls during off hours, weekends, and holidays
  • Perform other job-related duties as directed by the Director - Application Development or the Chief Information Officer
