SUMMARY OF THE ROLE
The successful candidate will be an experienced and proactive environmental professional to lead air quality compliance at the Rio Grande LNG Facility. This position requires a strategic thinker with deep regulatory knowledge and operational experience in LNG or petrochemical facilities - especially during both commissioning and steady-state operations.
Reporting to the Director, Operations Regulatory & Environmental Compliance, the Manager, Air Quality Compliance will be responsible for developing, implementing, and continuously improving the site's air compliance programs. The role includes oversight of all site-specific federal and state regulatory obligations and direct supervision of 1-2 environmental team members. The successful candidate must be able to work independently, manage multiple projects under pressure, and collaborate effectively across departments.
This position is located in Brownsville, TX.

KEY RESPONSIBILITIES:
  • Supervise and develop 1-2 environmental professionals.
  • Lead design and execution of the Air Quality Compliance Program, including compliance during commissioning and early operations.
  • Develop and maintain procedures supporting Title V, PSD, and other air permitting requirements.
  • Prepare or oversee regulatory reports such as Title V deviation reports, Annual Compliance Certifications, GHG reports, Emissions Inventories, and internal sustainability metrics.
  • Manage ongoing emission inventories and air compliance records; prepare and present summary reports to site and corporate leadership.
  • Interface with contractors, site teams, and corporate staff to collect data demonstrating compliance with monitoring, recordkeeping, and reporting obligations.
  • Interpret and apply federal and state air quality regulations, including NSPS, NESHAP, and TCEQ requirements.
  • Lead or participate in internal audits, functional verifications, and incident investigations, including root cause analysis and corrective actions.
  • Develop and deliver air quality compliance training tailored to site operations and personnel responsibilities.
  • Set up and maintain environmental emission calculations within NextDecade's chosen environmental software system, ensuring accuracy, traceability, and regulatory alignment.
  • Identify and implement continuous improvement initiatives to reduce environmental impact and improve compliance efficiency.
  • Enhance regulatory systems and data tools to ensure real-time visibility, accurate reporting, and improved team workflows.
  • Perform other duties as assigned to support evolving business needs.
MINIMUM REQUIREMENTS:
  • Bachelor's degree in Environmental Science, Engineering (Chemical, Mechanical, Civil, or Environmental), or a related field.
  • 10+ years of environmental compliance experience in the energy, LNG, petrochemical, refining, or gas transmission sectors.
  • Experience supporting both commissioning and ongoing operations at industrial sites.
  • Strong understanding of Clean Air Act requirements and Title V/PSD permit programs.
  • Demonstrated experience in air emission calculations, reporting, and regulatory submissions.
  • Advanced proficiency in Microsoft Office (especially Excel); familiarity with data and compliance management systems.
  • Effective verbal and written communication skills, with the ability to interface across levels and disciplines.
  • Proven organizational and analytical skills, with a strong attention to detail.
  • Ability to work independently, prioritize multiple tasks, and manage high-pressure deadlines.
  • TWIC card (must be maintained in good standing).
PREFERRED QUALIFICATIONS:
  • 10+ years of focused air quality permitting and compliance experience in Texas.
  • Experience leading or mentoring a team of environmental professionals.
  • 5+ years of on-site LNG operational experience.
  • Skilled in interpreting engineering drawings (P&IDs, specs, site plans).
  • Familiarity with environmental auditing, digital compliance systems, and emission quantification tools.
  • Strong negotiation and conflict resolution skills.
  • Excellent problem-solving and decision-making capabilities under pressure.
  • Deep understanding of major hazard awareness and operational risks in LNG environments.
Job Site Work Environment

* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
