JOB SUMMARY The Program Director reports to the Deputy Regional Director and is responsible for overseeing operations within a substance use disorder residential and outpatient treatment setting. This role is responsible for ensuring compliance with State Licensing and Tulare County contract standards, supervising multidisciplinary staff, and maintaining high-quality service delivery through effective training, data management, and program evaluation. The position also involves community engagement, budget oversight, and collaboration with County partners to support community reintegration and recovery for the individuals we serve. ESSENTIAL JOB RESPONSIBILITIES
- Function as the primary member of the VRC leadership team that is responsible for reviewing, planning, organizing, implementing, and evaluating all program services and activities.
- Provide direction and training to all VRC staff to ensure understanding and compliance with existing agency policies, procedures, treatment planning, levels of care, licensing and contract requirements.
- Review resident files and audit SUD counseling services, treatment planning, service levels, counseling intervention methods, case coordination, documentation, and progress.
- Oversee data input within the Electronic Health Record systems, run reports to ensure accurate documentation and data entry.
- Ensure all program and state documentation requirements are met to ensure staff are noting significant interventions, progress toward the attainment of the individualized treatment plan goals, and case conference results.
- Maintain and update on an as-needed basis a current written operations manual and participant handbook describing the purpose, philosophy, programs, services, policies and procedures of the facility. Ensure the manual is available to all staff and participants.
- Conduct staff meetings at least monthly to foster open communication, establish policy, discuss issues, review progress toward meeting program objectives, and ensure compliance with contracts and licensing. Ensure the meetings are documented with written minutes and include staff attendance.
- Manage the Monitor Schedule to ensure the program has adequately trained staff on the premises to provide 24-hour coverage, seven days a week to ensure the safe and secure supervision of all residents.
- Recruit, hire, onboard, and familiarize new hires with the program's contracts, operating license, scope of work (SOW), agency policies, program procedures, safety protocols, illness prevention, ethics, and confidentiality.
- Provide ongoing evaluation of supervisees, and give regular feedback on work assignment priority, accuracy, productivity, service quality, time management, career development, and any other functions related to work performance.
- Serve as a liaison and agency representative to ensure consistent communication, collaboration, and partnership with funders, community organizations, service providers, and other stakeholders.
- Provide and participate in case staffing meetings to ensure a multi-disciplinary team approach is utilized to determine resident program needs, encourage pro-social behavior, and monitor resident participation and progress.
- Operate the program according to the approved annual budget of anticipated revenues and expenditures.
- Maintain a thorough Emergency Action Plan for the program and provide ongoing training to ensure that all staff will act quickly and efficiently in emergencies.
- Will think and act quickly and efficiently in emergencies.
- Will drive on Agency business.
- Physical presence at the program is required.
- Ensure direct report staff follow the agency's timecard, PTO (Paid Time Off), and California's rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately.
- Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage. Any calls not covered by the stipend are to be made on a company landline phone.
ESSENTIAL JOB REQUIREMENTS
- Possess a Licensed Clinical Social Worker Certificate or master's degree in social work; or a bachelor's degree in social sciences with one (1) year of experience of working in a substance use disorder (SUD) treatment program or a related field, and possess an AOD/SUD counseling certification by an accredited certifying organization in California; OR
- Possess a four (4) year bachelor's degree in behavioral sciences or a related field and the equivalent of two (2) cumulative years of full-time experience working in a SUD treatment program or a related field, and possess an AOD/SUD counseling certification by an accredited certifying organization in California; OR
- Possess a high school diploma or equivalent with six (6) cumulative years of full-time experience working in a SUD treatment program or a related field; and possess an AOD/SUD certification by an accredited certifying organization in California.
- Current certified training in emergency First Aid and CPR procedures preferred.
- Ability to write substantive and grammatically correct reports.
- Knowledge of substance use disorders, addictions, and related disorders, and ability to provide interventions and SUD treatment groups.
- Must maintain AOD/SUD certification
- Ability to work effectively and professionally with staff and program participants
- Ability to manage shifting priorities and direct staff workflows.
- Intermediate to Advanced computer skills in, Office 365, Teams, Zoom and other communication/meeting platforms.
- Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
- Ability to pass a criminal background check.
- Ability to pass a pre-employment physical, drug screen, and TB test.
