JOB SUMMARY

Supervises and schedules skilled personnel in the daily operation of the District's wastewater collection system which includes performing maintenance and repair of tunnel control structures, bar racks, outfalls, pump stations, intercepting sewers, fixed weir regulator network, floatable control facilities and other equipment and facilities. Responsible for meeting the training requirements needed for staff. Evaluates operational efficiencies and performance against key performance indicators. Responsible for department specific projects and works with other District departments as a subject matter expert as needed. Responds to customer complaints and inquiries. Responds to emergencies and off-hour alarms 24-hours per day including weekends and holidays. Requires being on-call on a pre-determined schedule to ensure that after-hours alarms are addressed reliably. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

Responsible for supervising multiple crews that maintain, inspect and repair non-automated equipment and structures in the wastewater collection system in accordance with policies and procedures. Assists crews working on specialized work assignments. Coordinates maintenance, inspection and repair operation and maintenance activities and allocates resources to meet job objectives. Manages and maintains equipment and capital improvement projects.

Assesses and evaluates the quality of the wastewater collection system maintenance and operation on a consistent basis. Inspects equipment, machinery, sewers, and appurtenances for necessary repairs. Implements asset management techniques to track operational efficiencies and performance against key indicators. Responsible for generating work order requests. Estimates the time and material costs and makes recommendations towards repairs or use of alternatives. Observes facilities at regular intervals to identify developing problems. Analyzes operation and maintenance data to assure normal operating conditions and to prioritize recommended modifications to various equipment maintenance or inspections. Provides recommendations regarding system process adjustments and methods for improving system equipment efficiency.

Responsible for leading, developing and engaging assigned SSMO team members. Makes recommendations for improvement of process and procedures. Schedules and plans work based on volume, assignments and individual skill and ability to efficiently complete tasks. Responsible for providing necessary training to staff on SSMO specific maintenance, inspection, and repair of equipment. Develops and ensures consistent implementation of a training schedule. Develops training scope for vendor provided training and creates training material if performed internally. Responsible for initiating the selection and promotion process. Provides coaching, mentoring, and managing of performance of staff. Responsible for assessing performance, provides constructive feedback, documents discipline issues, and takes corrective action as needed. Responsible for maintaining positive morale, resolving disputes, and maintaining discipline of staff. Holds grievance or disciplinary hearings as needed. Responsible for time tracking including approving time worked and time off requests in Human Resource Information System. Responsible for supervising work of contractors, as needed.

Advises other departments to ensure that the quality and functionality of the collection system is maintained. Responsible for operational acceptance of construction projects that collection system assets. Represents the department when communicating with various District departments, external consultants and/or vendors. Provides information as requested to various internal and external stakeholders. Serves as a point of contact for inquiries and complaints from the general public. Manages and maintains department specific projects and participates as a subject matter expert. Responsible for developing project plans, evaluating resources including budget, time constraints and resources within O&M. Provides support, as a subject matter expert, to E&C with input on design reviews, attending meetings and assisting with start-up and testing of projects.

Responsible for being on-call. Responds to emergencies at any point in time 24-hours a day including weekends and holidays. Ensures proper usage of emergency response plans and actively participates in crisis management response drills. Requires being on-call to ensure that after-hours alarms are addressed reliably. Being on-call follows a pre-determined schedule that rotates between other on-call members of management. Establishes and enforces guidelines for safe work practices. Observes safe work practices.

Assists with budget preparation and initiate purchase requisitions.

May act as the Manager of SSMO in their absence.

Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess a high school diploma, GED, or state-recognized equivalent.

EXPERIENCE

Candidate must possess three (3) years of maintenance experience. Supervising, managing and/or leading people, projects or processes is preferred. Wastewater collection systems or wastewater treatment experience is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver's license with a driving record in accordance with the District's acceptable guidelines.

Candidate must possess a Valid Ohio EPA Class II Wastewater Collection System Operator Certificate or Valid Ohio EPA Class II Wastewater Treatment Operator Certificate or achieve Ohio EPA Class II Wastewater Collection System Operator-in-Training status within thirty-six (36) months of being placed in the position or achieve Ohio EPA Class II Wastewater Treatment Operator-in-Training status within thirty-six (36) months of being placed in the position.

Must possess a National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) certification within thirty-six (36) months of being hired.

National Commission for the Certification of Crane Operators (NCCCO) mobile crane and articulating crane operator certifications are preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Candidate must possess knowledge of the principles of operation, maintenance, inspection and repair of infrastructure, equipment and/or machinery; business and management principles involved in planning, resource allocation (expenses, processes and people), staff development and leadership techniques; working knowledge of state and federal laws and regulations regarding wastewater operations, including, but not limited to OSHA/PERRP regulations. Candidate must possess knowledge of Microsoft Office Excel, Word, PowerPoint, and Outlook and have knowledge of computerized maintenance management systems.

Candidate must possess good communication skills (verbal, written and listening) and the ability to instruct, train and coach others, to include District processes and maintenance operating systems. Mentoring and strong leadership, motivation and delegation skills are required to build an efficient and effective team that can continuously take on additional responsibilities and/or more complex projects.

Candidate must possess the ability to anticipate problems, quickly analyze and arrive at solutions in emergencies. Independently makes decisions to meet demands of diverse situations; performs basic algebra, trigonometry, and geometry calculations. Must possess a high level of competency in performing mathematical calculations using units of weight, measurement, volume, and distance and calculating flow rates.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, walking, sitting, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, handling, fingering, feeling, talking and hearing. Ability to lift up to 50 lbs. Exposure to quiet, loud and very loud noises is encountered in this position. Position will require visual demands of near and far acuity, depth perception, accommodation and color vision. Exposure to extreme weather, atmospheric conditions, wet and/or humid conditions, hazards, vibrations and confined/restricted working environments is encountered in this position. Position required to sometimes perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices, including not having facial hair that interferes with the facepiece-to-face seal.

Pay Range: USD, Commensurate with Experience

$72,700 - $90,875
