Credence has an immediate need for a Program Manager at the senior level to support our Integrated Broadcast Service (IBS) Branch at Robins AFB, Warner Robins GA. Integrated Broadcast Service (IBS) is a multi-sensor, multisource system of systems for the dissemination of integrated threat warning and blue force tracking information. The IBS PMO mission is to sustain and modernize the current operational baseline by maintaining near constant operational availability and integrating new capabilities into the IBS Enterprise.

The FMS Program Manager will have comprehensive knowledge of principles, policies and practices of FMS system acquisition and program management, as well as knowledge of roles and relationships within the FMS community, including Secretary of the Air Force - International Affairs (SAF/IA), Air Force Security Assistance Center (AFSAC), Defense Security Cooperation Agency (DSCA), AFLCMC/WFNFM, Foreign Disclosure Office (FDO); Tri-Service Committee (TSC), etc. Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of FMS programs.



Responsibilities include, but are not limited to the duties listed below

    Plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management
  • Support PMRs, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews
  • Assess schedule/cost baselines against established goals
  • Recommend viable solutions to problems impeding program execution
  • Recommend alternative courses of action to resolve program deficiencies
  • Communicate orally and in writing with personnel from all backgrounds and both DoD and external Government organizations
  • Provide quality acquisition and program documentation (briefings, documents, plans, etc.).


Education, Requirements and Qualifications

  • A minimum of a Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility is required.
  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in DoD acquisition.
  • Or, bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in DoD acquisition.
  • Or, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in DoD acquisition.

Recommended Experience and Skills:

  • Extensive background supporting all aspects of sound acquisition planning, e.g., industry day, market research, source selection planning, Acquisition planning, SOW/PWS/Statement of Objectives writing, RFP planning, RFP document preparation, contract negotiation prep, etc.) with a special emphasis on FMS-specific peculiarities, e.g., mandatory use of in-country Subcontractors; interface with SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO; TSC, etc.
  • Extensive experience in FMS-specific acquisition to include working knowledge of Anti- Tamper Plan (ATP) requirements, International Traffic in Arms Regulations (ITAR) regulations, Manpower Resource Plan preparation, Letter of Request (LOR) for Technical Assistance, LOR for Price and Availability responses, LOR for Letter of Offer and Acceptance (LOA) responses, Freight Forwarding and Customs import processes, Military Articles & Services List codes, etc.
  • Working level knowledge in the preparation of LOA data, including manpower requirements, utilizing mandated systems, i.e., Security Assistance Manpower Requirements System and Defense Security Assistance Management System
  • Capability and willingness to travel overseas to potentially hazardous locations
  • Knowledge and experience in executing programs with prime contractors, sub-contractors, and suppliers from foreign countries
  • Ability to perform independently and successfully as representative (with no decisional authority) for the program office to the customer country's Ministry of Defense (MOD), Office of Defense Cooperation, AF, etc. and capability to answer complex questions in real-time to customer country representatives
  • Demonstrated experience in the preparation and support of various Program Office activities and meetings, to include US Government-internal meetings, case meetings, design reviews, PMRs, Interface Control Working Groups, and TIMs
  • Working level understanding of RMF requirements in FMS realm
  • Working level understanding of United States Central Command Governance, Risk and Compliance process
  • Working level understanding/knowledge of customer country customs, etiquette, and business practices

Required Experience

  • Experience completing acquisition program management tasks that support the LCM of products and systems within the Defense Acquisition System processes using UCA, MTA, MCA, SW Acquisition or Acquisition of Services pathways.
  • Experience developing pre- and post-award documentation, milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation.
