Metro Transit's METRO Capital Programs seeks to hire a Systems Principal Contract Administrator. In this role, you will assist in managing capital construction project contracts by monitoring, inspecting and reporting on rail systems installation work, overseeing and supporting systems integration activities across multiple work disciplines, and other responsibilities as described below. This position is currently located at the Green Line Extension field office in Eden Prairie.

What you would do in this job

  • Observe and report on rail systems field work

  • Assist in the preparation and execution of systems integration testing across traction power, rail signaling, communications and SCADA systems

  • Review reported progress from the contractor and provide feedback for purposes of processing contractor monthly invoices

  • Review contactor submittals and RFIs and provide feedback to the CAR and design team for responses

  • Monitor and report on contractor change order work

  • Assist the Systems CAR (Council Authorized Representative) in managing the systems construction contract

  • Observe and report on contractor jobsite safety

  • Ensure contractor quality through construction observations, inspections and reporting

  • Complete systems safety certification documentation in advance of passenger service

  • Promote an equitable, positive and respectful work environment that values cultural and diversity among all employees

  • Perform other related duties as assigned




What education and experience are required for this job (minimum qualifications)

This position will be filled as one of the following classifications based on qualifications and business needs. Valid driver's license with an acceptable driving record required for all levels.

Principal Contract Administrator (Non-Represented Grade I, Exempt - $93,704 - $152,069)

Any of the following combinations of experience (progressively responsible project and construction management experience) and completed education (in Construction Management, Electrical Engineering, Architecture or related field):

  • High school diploma/GED with nine (9) years of experience.
  • Associates degree with seven (7) years of experience.
  • Bachelor's degree, or higher, and five (5) years of experience.
Contract Administrator (Non-Represented Grade G, Non-exempt - $80,142 - $130,062)

Any of the following combinations of experience (progressively responsible project and construction management experience) and completed education (in Construction Management, Electrical Engineering, Architecture or related field):

  • High school diploma/GED with seven (7) years of experience.
  • Associates degree with five (5) years of experience.
  • Bachelor's degree, or higher, and three (3) years of experience.

What additional skills and experiences would be helpful in this?job (desired qualifications)

  • Experience working on Federal Transit Administration projects

  • Experience working in the public sector

  • Experience in project management and coordination of multiple disciplines

  • Experience and technical knowledge in systems integration and testing

  • Experience with construction management software programs, including e-Builder

  • Demonstrates ability to promote and support an equitable, positive, and respectful work environment that values cultural diversity among allemployees


What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of construction contracts
  • Knowledge of contract administration and change orders
  • Knowledge of construction management software programs, including e-Builder
  • Strong knowledge of heavy construction means and methods
  • Time and task management skills
  • Strong verbal and written communication skills
  • Skilled in using Microsoft Word, Excel, Power Point, Project, or equivalent software packages.
  • Ability to effectively present information to top management, public groups, or Council members
  • Ability to work with diverse staff and interdisciplinary teams

Additional information

Work Environment: You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites. This is a hybrid role.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
