POSITION DESCRIPTION

Title: DIRECTOR of HUMAN RESOURCES

Reports To: Chief Executive Officer (CEO), Leisnoi


Supervises: Other HR Staff as Designated by CEO

Job Status: Full-Time, Regular

FLSA Status: Exempt

Location: Anchorage





The Director of Human Resources provides leadership, oversight, management, and technical expertise for the Human Resources function for Leisnoi, Inc., and all of its subsidiaries and projects (collectively, "Leisnoi"), including developing and executing upon company-wide strategies for Shareholder hire, training and development. The Director is responsible for the overall administration, coordination and evaluation of all functional areas of HR including but not limited to: recruiting and onboarding, HR information systems management and enhancements, employee relations, talent retention, training and development, employee compensation and engagement programs, and for ensuring compliance with all federal, state, and local laws and regulatory requirements, including all applicable government contractor requirements. This position is a hands-on working leadership manager role which requires excellent computer skills and interpersonal skills. The position is responsible for ensuring that the Leisnoi family of companies have a strong and compliant HR function and process in place that embraces innovation, technology and supports all employees and the corporation's mission. This position requires a reliable professional who can meaningfully contribute to executive discussions, successfully handle difficult conversations in a professional and diplomatic way and embody Leisnoi's commitment to operating in a legal and ethical manner while maintaining the highest standards of excellence in business and successfully achieving company objectives.



Essential Functions (plus additional duties as assigned)


  • Leads the strategic human resources planning process, develops and implements standard operating procedures that effectively use technology and generates reporting to track HR department's performance against strategic goals.
  • Maintains knowledge of industry trends and legislation to keep Leisnoi competitive for top talent and ensure compliance to minimize risk of adverse regulatory or legal exposure.
  • Establishes effective strategies, processes and programs that incorporate technology (as appropriate) for Leisnoi's talent management to achieve efficient recruiting, successful onboarding, employee engagement, increased retention, learning and career development, performance optimization, and succession planning to build and optimize team resources and ensures cross training and investment in existing workforce with an emphasis on Shareholder hire, training and development.
  • Designs, recommends, and implements a competitive, cost effective and legally compliant compensation, health and welfare and total rewards program. This includes ensuring compliance with wage and fringe obligations under any collective bargaining agreements or government contracting laws (Service Contract Act, Davis Bacon Act, paid leave laws, etc.).
  • Designs and facilitates annual review process and procedure including the evaluation and updating of organizational charts, position descriptions, compensation programs, performance evaluation, documentation and necessary follow up.
  • Recommends and implements a system to maintain the confidentiality and security of employee records incorporating retention periods and appropriate, cost-effective storage media, in accordance with Leisnoi's Records Management Program.
  • Maintains the Human Capital Management Information System to ensure it meets the entire organization's human resources information needs. Regularly reviews and makes recommendations to Executive Management for improvement of the Corporation's policies, procedures and practices on human resource matters. Communicates changes in personnel policies and procedures to ensure proper compliance is followed.
  • Assists CEO and/or outside legal counsel with employment related litigation, agency audits, investigations or proceedings and internal investigations.



Qualifications/Skills/Abilities Required:

  • Minimum of 8 years of diverse human resources experience.
  • Must have working knowledge and experience with regulatory agencies, i.e., EEOC, DOL, OFCCP, etc.
  • 5+ years of professional, management level work experience in HR or related field.
  • PHR or SPHR Certification or comparable certification, degree or experience.
  • 5+ years of supervisory experience.
  • Knowledge of and experience working with Alaska Native Corporations.
  • Knowledge and experience with the employment law obligations for government contractors and familiarity with the Small Business Administration 8(a) program.
  • Proven record of accomplishment in HR leadership, including in project management and process re-engineering.



Preferred:


  • Bachelor's or Master's degree from accredited college, preferably in Human Resources, Business, Law or related field or the equivalent in actual experience in a management role in a significant business entity.
  • Demonstrable experiencing using Costpoint Human Resource modules.
  • Experience implementing new HRIS, Talent Management System and/or Learning Management System.
