THE POSITION

DESCRIPTION OF WORK

As a Field Auditor 2, you will be responsible for reviewing records to assess whether assigned agencies are effectively managing and utilizing DHS resources in accordance with contractual agreements. This involves gathering evidence from various internal and external sources to evaluate compliance with contracts in the areas being examined. You will also be assessing the agency's record-keeping and control systems to ensure they align with the contractual obligations set forth by the DHS program.

In addition to general auditing tasks, you will have the opportunity to fulfill the Lead Auditor role, which involves thorough planning, defining objectives, types of reviews, funding considerations, applicable regulations, and scheduling while reviewing prior agency information and audits. You will ensure site visits occur successfully, covering aspects such as entrance conferences, internal control questionnaires, and exit conferences, while also keeping supervisors updated on progress and concerns, timely submitting completed files for review, and ensuring corrective action plans are obtained when necessary. Fiscal review responsibilities encompass evaluating personnel rosters against payroll records for validity, reviewing operating expenditures and fixed asset safeguarding, and assessing compliance with the agency's approved Personnel Action Plan and cost allocation plans. Additional responsibilities include:

  • Reviewing new provider applications and preparing internal memos to assess risks
  • Collaborating with the DHS Bureau of Financial Management on contract compliance issues
  • Guiding agencies on proper expenditure invoicing
  • Reviewing reports for adherence to various agency standards and requirements while ensuring accuracy in provider audit reports

Work Schedule and Additional Information:

  • Full-time employment, 40 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Field Auditor I; or
  • Three years of experience in progressively responsible auditing or accounting work, and graduation from high school supplemented by six credit hours of post high school courses in accounting. Additional training in accounting, business administration or related fields including six credit hours in accounting may be substituted on a year-for-year basis for up to two years of the required experience; or
  • Two years of experience in accounting or auditing work, and one and one-half years of college level work including or supplemented by six credit hours in accounting; or
  • One year of experience in accounting or auditing work, and a bachelor's degree from an accredited college or university; or
  • Any equivalent combination of experience and training.
