Civil Service Title- Transportation Specialist III

The Division of Bridges is seeking to hire a Transportation Specialist 3 /Assistant Operations Manager who will report to the Deputy Director of Bridge Painting, in the Bureau of Maintenance, Inspections, and Operations. The Assistant Operations Manager will assist in managing the bridge painting and graffiti removal operations which consist of 6 Bridge Painter crews throughout the 5 NYC boroughs. Assists the Deputy Director on planning, scheduling, and coordinating day-to-day activities of subordinate staff to meet the performance objectives and other requirements of NYCDOT related bridge protective coating. Assist with translating program policy into specific projects, determining priorities, guiding, and providing expert technical assistance to subordinate employees with regards to such projects. Will be responsible for monitoring the progress of work and compliance with painting specification, OCMC streets and highway permits, WZTC regulations, and safety rules and regulations. Supports Citywide traffic and pedestrian initiatives such as blind striping of mafia blocks and painting overpasses, underpasses, jersey barriers, and gates on the moveable bridges. The Assistant Operations Manager will visit construction sites regularly to ensure project objectives are being achieved. Liaise between Bridge Painting In-House Group and OCMC, contractors, maintain comprehensive project history files, prepare correspondence and reports, ensure the timely review and follow-up of reports, develop programmatic tools such as standard operating procedures and related job aids. Assists with managing painting projects and other matters; reviews cost proposals and contract documents, as well as monitors time expenditures and overtime. Depending on the nature of the project and in emergency situations, certain tasks may require field visits on weekends or during overnight hours. The Assistant Operations Manager will foster communication and collaboration between different units within the division and with external units and divisions. Performs other related duties as assigned by the Deputy Director; may perform additional duties in the absence of supervisor.

Preferred Skills

Ability to communicate effectively in verbal and written form.

Preference will be given to candidate with a motor vehicle driver's license valid in the state of New York. This license must be maintained throughout the duration of employment in this position.

Knowledge of Microsoft Word, PowerPoint, and Excel is preferred.

TRANSPORTATION SPECIALIST - 22316

Minimum Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

New York City residency is generally required within 90 days of appointment.
