Qualifications

Graduation from an accredited college or university with a bachelor's degree and three years of full-time professional-level experience in business management, education, training, employment or career consulting/counseling, human resources, social services or human services case management, or vocational rehabilitation.

Substitution: A master's degree from an accredited college or university may substitute for the required experience on a year-for-year basis up to two (2) years.

Necessary Special Qualifications: Applicants for this class must:

  1. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  2. Agree to release all records involving their criminal history to the appointing authority;
  3. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  4. Submit to a review of their status on the Department of Health's vulnerable persons registry;
  5. Possess a valid driver's license if driving is an essential function of the position.
Examination Method: Education and Experience,100%, for Preferred Service positions. For Executive Service positions, Minimum Qualifications, Necessary Special Qualifications, and Examination Method are determined by the appointing authority.

Overview

This classification works under general supervision and is responsible for Vocational Rehabilitation (VR) Training Coordinator duties of routine difficulty; and performs related work as required. An employee in this class is responsible for cultivating, maintaining, and coordinating workforce partnerships to increase employment opportunities for customers. This position coordinates community-based services with support of the local stakeholders and provides a broad array of individualized services to individuals on their employment path. This class differs from VR Career Training Specialist in that the latter supports customers in their pursuit of individualized career opportunities in the community and performs these duties within a specific, limited field and function.

Responsibilities

  1. Uses effective communication to cultivate, maintain, and coordinate collaborative workforce partnerships by explaining and describing program and services to a variety of audiences such as local Chambers of Commerce, businesses, government entities and other community partners throughout the local community. Develops and maintains ongoing relationships in the community to increase referrals and applications to the VR Program.
  2. Provides professional customer service to every customer, both internal and external. Effectively and consistently communicates with supervisor for reporting requirements, providing feedback, and activities and events within the course of duties. Communicates with to build and maintain teamwork, partnerships, and cooperation between coworkers and offices.
  3. Develops and assists in the development of long-range objectives and strategies to achieve Community Tennessee Rehabilitation Center (CTRC) program goals and objectives.
  4. Participates in the local labor workforce board meetings as assigned by supervisor. Plans and conducts quarterly CTRC advisory board meetings and related board meetings as required.
    Identifies nominations for the CTRC Advisory Board and submits accurate and timely Advisory Board nomination packets for the Commissioners Office. Identifies opportunities to engage CTRC Advisory Board members in the community-based service delivery model.
  5. Develops and coordinates community-based training and career exploration services, such as apprenticeships, pre-apprenticeships internships, and work-based learning for the customer with local businesses in collaboration with internal stakeholders. Uses effective communication to collaborate on community-based service delivery with internal and external stakeholders.
  6. Develops curriculum and/or routinely reviews and modifies existing curriculum. Facilitates career readiness classes utilizing a variety of facilitating strategies such as lecturing, group work, cooperative learning, differentiated instruction, and/or blended learning or a variety of training environments such as classrooms, virtual, and/or work-based learning environments.
  7. Schedules and facilitates career assessments (interest inventories, vocational evaluations, etc.). Identifies and coordinates assistive technology assessments and services as appropriate.
  8. Develops and coordinates job retention and job loss services that benefit both the customer and the employer in collaboration with internal stakeholders (self-advocacy, accommodations, job coaching etc.).
  9. Completes and submits accurate, timely annual funding requests to local city and county governments and be able to communicate a return on investment to the local funding partners. Maintains an accurate tracking system for funding requests.
  10. Reviews, develops, updates, and maintains CTRC procedure and policy. Reviews current program practices to suggest changes to improve the quality and timeliness of service delivery. Provides consultation with peers, subordinates, and supervisors on methods of meeting service delivery of the CTRCs to provide quality service.
  11. Develops and implements pilots and specialized training projects in local community with input from internal and external partners consistent with local labor market needs.
