Job purpose

The Tenant Services Coordinator is responsible for all aspects of the leasing component for a program providing blended case management and permanent supportive housing services to persons with a serious mental illness in Carbon, Monroe, and Pike counties; responsible for ensuring compliance with HUD and other funding body regulations; data entry and reporting; inspections of all leased units; tracking of and calculating program participant rent responsibility; tracking of leases, renewals, locating units and lease negotiations as well as acting as liaison between landlord and program participants to ensure that all units are maintained appropriately. In addition to managing duties related to the housing program, incumbent is also responsible for managing our Flex Funding program. This requires reviewing applications for financial assistance, making determinations of eligibility, processing payments, and tracking expenditures

Duties and responsibilities

1. Manage all leasing functions for the Permanent Supportive Housing and Master Leasing/Bridge Programs.

2. Build and develop relationships with community landlords and property managers.

3. Locate and conduct HQS inspections on apartments for the program and/or coordinate HUD inspections through the Public Housing Authorities.

4. Negotiate lease conditions and rents with prospective landlords.

5. Gather proof of household income and calculate participant rent responsibility and utility allowances in accordance with HUD regulations; prepare documents for program participant signatures.

6. Track renewal dates for leases and rent calculations.

7. Enter all data, client and landlord info onto spreadsheets and Homeless Management Information System, including annual updates, rent changes, lease and inspection renewals. Provide monthly reports to Director.

8. Maintain all housing program data and assist in preparation for APR and HUD grant renewals.

9. Maintain a secured inventory of periodically verified leased property access hardware/software/codes.

10. Responsible for payment of all housing related bills to include utility payments, utility allowances, security deposit and rents, repairs, etc.

11. File documents, maintain and update all leasing files, close out leasing files when leases are not renewed.

12. Coordinate, schedule, and assist with program participant move in and move out of program.

13. Act as liaison between program participant and landlord for repairs to unit.

14. Conduct walk through inspections with program participate prior to entry, quarterly during program enrollment, and upon exit of the program; coordinate repairs with landlords and scheduling cleaning as applicable.

15. Maintain appropriate program participant census levels.

16. Participate in regularly scheduled meetings with both internal and external stake holders.

17. Additional duties as assigned.

Qualifications

Education

  • Bachelor's Degree in human services field including social work, psychology or related field from an accredited institution and three years residential and/ or supported housing experience.
  • Master's degree preferred in human services field including social work, psychology or related field from an accredited institution and one year residential and/ or supported housing experience.
  • CPRP certification preferred

Knowledge/ Skills

  • Two years of experience in the effective provision of direct or supervisory services related to housing for individuals in mental health recovery.
  • Must be proficient in Microsoft Office Suite
  • Experience in entering data and using Electronic Health Record.

  • Valid driver's license
  • State police clearance
  • Child abuse clearance
  • FBI clearance

Working conditions

The Tenant Services Coordinator will be required to meet with participants and team members in the field to provide service delivery or for quality assurance purposes. This may include the need to use public transportation and walking to locations in both warm and cold weather conditions throughout the year.

Physical requirements

The Tenant Services Coordinator will need to be able to be mobile to travel to participant apartments and have physical capability to do this. Walking and the ability to carry a laptop or other mobile devices, books, binders or other work items may be needed while traveling in the community.

  • Light: exerting up to 20 pounds of force frequently, and/or negligible amount of force constantly to move objects. The use of arm and/or leg control requires force greater than sedentary, but worker still sits majority of time.

Direct reports

The Lead Tenant Services Coordinator directly supervises the Tenant Services Coordinators. The Lead Tenant Services Coordinator is directly supervised by the Program Director.
