Position Summary

Odyssey Systems has an exciting opportunity for a Senior Program Manager providing support to Command, Control, Communications, and Battle Management (C3BM).

Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas. C3BM's main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space.

The DAF BATTLE NETWORK is the integrated system-of-systems fusing sensors, effectors, and sustainment grids to build situational awareness, make operational decisions, and direct the force to create needed lethal and nonlethal effects in support of the Joint Force Commander's scheme of maneuver. The DAF PEO C3BM has the responsibility of technically and programmatically integrating the DAF's larger system-of-systems architecture needed to deliver an integrated Command and Control (C2) core function for the DAF, Joint, and Coalition forces, by teaming with all other DAF PEOs, as needed.

This is a full time position located at Hanscom AFB, Bedford, MA.



Responsibilities

Duties include, but not limited to:

Responsible for the planning, development, implementation, and maintenance of operations, inspections including but not limited to; Continuity of Operations (COOP) Program, Unit Self-Assessment Programs (USAP)/Manager's Internal Control Toolset (MICT), Risk Management and Internal Control (RMIC) Program, in accordance with Air Force regulations and standards. Additionally support to audit programs and agencies; Financial Improvement and Audit Remediation (FIAR), AF Audit Agency (AFAA); Defense Contracting Audit Agency (DCAA); DoD Inspector General (DoDIG); Government Accountability Office (GAO). This role involves conducting assessments, identifying deficiencies, developing corrective action plans, and tracking progress to ensure timely and effective resolution. The successful candidate will be a key contributor to maintaining compliance and promoting a culture of continuous improvement within the organization.

Responsibilities:

    Project Management: Develop, implement, and manage inspection programs, including COOP, USAP/MICT and RMIC, in alignment with Air Force Instructions (AFIs), policies, and procedures.
  • Assessment and Evaluation: Conduct thorough assessments of organizational processes and controls to identify potential vulnerabilities and areas for improvement.
  • Deficiency Identification: Identify, document, and analyze deficiencies discovered during inspections and assessments.
  • Corrective Action Planning: Develop and implement effective corrective action plans to address identified deficiencies.
  • Tracking and Monitoring: Monitor the progress of corrective action plans and ensure timely completion.
  • Reporting: Prepare and present clear and concise reports on inspection program activities, findings, and progress to relevant stakeholders.
  • Liaison: Serve as a liaison between the organization and Air Force authorities on inspection-related matters.
  • Training and Education: Develop and deliver training programs to enhance employee understanding of inspection requirements and best practices.
  • Continuous Improvement: Continuously evaluate and improve inspection program processes to ensure effectiveness and efficiency.
  • Documentation: Maintain accurate and up-to-date records of all inspection activities, findings, and corrective actions.
  • Compliance: Ensure compliance with all applicable Air Force regulations, policies, and procedures.
  • Risk Management: Identify and assess potential risks related to inspection programs and develop mitigation strategies.


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications:

Clearance: Must have and be able to maintain a Top Secret level clearance

  • Familiar with cloud-based systems, including management and projection of cost and performance
  • Familiar with agile methods and CI/CD, DevSecOps and DevOps principals
  • Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force
  • Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs
  • Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents,and plans

Preferred Qualifications:

Education: Bachelor's or Master's Degree in related field

Years of Experience: 10+ years of experience with direct experience in the DoD
