Job Summary

The Department of Building and Development is seeking a Chief Building Inspector with oversight of the Building Field Supervisors and Building Inspectors who are responsible for conducting field inspections of commercial and residential structures for compliance with the Virginia Uniform Statewide Building Code (USBC) and local ordinances.
We are seeking an experienced Code Enforcement Plan Reviewer or Inspector with leadership skills to join our team as we lead the department into a new era of integration and cooperation among work groups, assist our partners in the development community in building the county's future, and promote the health, safety and welfare through the administration and enforcement of the Virginia Uniform Statewide Building Code (USBC) and other local, state and federal regulations.
This individual should be customer focused, facilitate a synergistic relationship with the Building and Deputy Building Officials, Code Plan Review staff and Code Inspection staff, be adaptable to changes that impact the administration of the building code and promote innovative ideas for the completion of the daily inspection work.

The duties and responsibilities of this position include:
* Assist the Code Program Administrator, plan, direct and manage the building inspection operations of a 14-member building inspection team.
* Direct management of 2 building inspection field supervisors.
* Assist the Building Official and Deputy Building Official with administering and enforcing the provisions of the USBC.
* Coordinate special inspection, pre-construction, and complaint resolution
meetings with contractors, registered design professionals, owner/applicants, and third-party functional design agencies.
* Provide technical and complex training about new techniques in construction and
Materials and about new or complex statutes, codes and ordinances.
* Provide technical code expertise and consultation to Building Code Enforcement staff, Permits Division, Fire Marshal's Office staff, contractors, engineers, architects, owners, applicants and attorneys.
* Respond to customer service inquiries related to the building provisions of the USBC.
* Provide support to the Code Division Manager and Building Official in performing administrative tasks related to budget, training and special projects.
* Manage staff performance for adherence to all applicable policies and procedures of the Division, Department and County.
* Promote staff growth and professional development, including encouraging participation in local, state and federal organizations involved in establishing and enforcing building and trade codes.
* Promote the use of technology to complete daily building inspections and serve as a subject matter expert related to the County's land management inspection software.
* Assist the Code Program Administrator with the fulfillment of Freedom of Information Act (FOIA) requests and other customer inquiries.

The ideal candidate will possess outstanding communication skills, both verbal and written, excellent leadership skills, an interest in developing staff, support continuous learning, provide great customer service and foster a team environment. Maintaining synergy between the internal Code plan review and inspection work groups, the Permits Division and the Fire Marshal's Office is paramount. They will be organized, exhibiting high levels of self-motivation, interpersonal skills, including establishing and maintaining relationships with fellow employees, County officials, builders, architects, engineers, contractors and the public with integrity. This candidate must be proficient at speaking to professionals in the business community and with citizens.

This candidate should demonstrate they can solve problems and resolve conflicts and have extensive knowledge of policies and regulations (local, state and federal) surrounding the building code regulations.

Hiring salary is commensurate with experience.



Minimum Qualifications

Bachelor's degree in Engineering, Management, or related field; two (2) years of related work experience with one (1) year of supervisory experience; or equivalent combination of education and experience. working knowledge of the Virginia Uniform Statewide Building Code (VUSBC) is highly preferred.


Job Contingencies and Special Requirements

Pass criminal and DMV background checks.
Must become certified by the Virginia State Department of Housing and Community Development as a Residential & Commercial Building Inspector within one year of starting employment and maintain the required certifications in accordance with Virginia Certification Standards.
