Description
The Contracts Specialist position requires a highly motivated individual that is skilled in Acquisition Strategy/Planning and other acquisition-related documentation for the continually evolving JRSS Cyber Enterprise Services efforts. The goal is to enhance, expand, and integrate critical cyber capabilities into the existing portfolio. This support includes cost estimate revisions and cost support for the acquisition and technical team to refine the cost estimate for integrating various applications, products, and services into the JRSS PMO portfolio. Additionally, it involves out-year funding cost analysis research, generation, and validation. Support for JRSS PMO includes Acquisition Strategy and Planning documentation generation and validation, as well as other necessary acquisition documentation as required by DoD and DISA regulations and directives.

Required Qualifications



  • Candidate must have an active Secret clearance on Date of Hire and be available to support onsite work on Ft Meade, Maryland.
  • Candidate should have a bachelor's degree in business administration or a similar degree supporting Contracts Administration
  • Expertise in contract administration, including acquisition planning, market research/analysis, cost and price analysis, negotiations, preparation of contract modification documentation, contract termination, and contract closeout.
  • In-depth knowledge of the Federal Acquisition Regulations and current, demonstrated experience with acquisition streamlining initiatives and reforms.
  • Experience in handling large and complex procurements in various industries from procurement planning through contract execution.
  • Expertise in all life cycle phases of contracting, including pre-award phase (acquisition planning, solicitation source selection and award), and post-award contract administration, as well as contract problems identification, analysis, and resolution.
  • Ability to perform strategic planning on acquisition approaches, especially for complex and first-time procurements.
  • Participation in structuring Request for Proposals for complex procurements and contract documentation, including developing contract line-item structures, reducing technical requirements into logical frameworks, and crafting project-unique contract clauses.
  • Complete understanding of all aspects of the acquisition cycle, requirements definition, planning, solicitation management, source selection, negotiations, contract award, contract administration, and contract closeouts.
  • Advanced support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement, including preparing or reviewing pre-procurement packages, developing and managing acquisition plans, preparing/researching support documentation, making quality recommendations to the PMO, handling and resolving problems, validating data, and completing actions needed to successfully advertise, solicit, construct, award, administer, and closeout Government contracts or task/delivery orders



Desired Qualifications



  • Experience providing support and assistance to the PMO with all de-obligation of funds as required by the COR.
  • Knowledge conducting surveys, interviews, and research to develop solution strategies for alternative opportunities and addressing the feasibility of developing standards or offering alternative approaches for capabilities that cannot be delivered through a common, industry-based standard.
  • Current PMP certification
  • Current DoD Contracting Professional Certification
  • Any DAWIA Program Manager Certification



Key Responsibilities

  7. Structuring of Request for Proposals: Participate in the structuring of Request for Proposals for complex procurements and contract documentation.
  8. Understanding of Acquisition Cycle: Possess complete understanding of all aspects of the acquisition cycle, requirements definition, planning, solicitation management, source selection, negotiations, contract award, contract administration, and contract closeouts.
  9. Advanced Support in Federal Procurement: Provide advanced support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement.
  10. Support for De-obligation of Funds: Support and assist the PMO with all de-obligation of funds as required by the COR.
  11. Develop Solution Strategies: Conduct surveys, interviews, and research to develop solution strategies for alternative opportunities.
  12. System Requirements Analysis: Perform system requirements analysis consisting of a structured approach to translate users' needs into technical system, product definitions, and functional and engineering requirements.
