Summary: The Vice President provides overall strategic leadership, planning, and coordination of public safety, security, and emergency operations across the UNC Health System enterprise. This includes oversight of system-wide law enforcement and security operations functions in collaboration with site-based leadership, development and operation of public safety and security-related shared services, development and implementation of emergency preparedness plans, and promotion of best practices. The Vice President will work collaboratively with a variety of executive stakeholders as well as local, state, and federal partners to promote the safety of UNC Health System patients, clinicians, staff, visitors, and facilities. Responsibilities: Public Safety, Security & Emergency Preparedness: *Develop and implement comprehensive, system-wide public safety, security, and emergency preparedness strategies that support UNC Health's mission, vision, and values. *Identify and prioritize community safety and security risks and develop organizational infrastructure and system-wide capacity to address and mitigate identified risks utilizing all available resources. *Provide corporate-level oversight of site-based public safety and security leaders in collaboration with site-based executive team members. *Stay abreast of industry trends, emerging threats, and regulatory changes impacting healthcare safety and security and operationalize appropriate responses and best practices across the UNC Health System enterprise. *Represent UNC Health's public safety and physical security interests to relevant professional organizations, government agencies, and community forums. *Establish and monitor key performance indicators (KPIs) for system-wide and site-specific security effectiveness, incident response, and compliance. *Develop and implement policies, procedures, and training programs to enhance security awareness and emergency preparedness across the UNC Health System enterprise. *Promote and facilitate continuous security assessments and audits utilizing internal and external subject matter experts to identify opportunities for improvement and facility hardening. *Consult on and when necessary, directly manage major security, law enforcement, or emergency management response incidents and assure coordination with external public safety partners and other external entities as appropriate. *Promote physical security measures and security technologies such as access control systems, social media and open-source data monitoring, surveillance cameras, and alarm systems and promote the concept of a system-wide domain awareness capability. *Facilitate and support system-wide and site-based emergency preparedness plans for all hazards including natural disasters, pandemics, active shooter situations, and other potential threats to UNC Health System operations. *Develop and sustain effective strategic partnerships with local, state, and federal public safety, emergency management, and emergency response partners to enhance UNC Health's public safety and security capabilities. *Develop and promote behavioral threat assessment and protective intelligence capabilities to proactively address and mitigate emerging threats to UNC Health System personnel and facilities. Professional Experience Requirements: Knowledge/Skills/and Abilities Requirements: *Demonstrated professional expertise of law enforcement public safety, and physical security policies, practices, and standards.*Familiarity with emergency management protocols and operations, including incident command structure. *Ability to lead and/or coordinate emergency response and incident command for a variety of security, public safety, and emergency incidents within a complex, statewide health care delivery system. *Strong leadership skills to inspire, motivate, and direct a diverse team of law enforcement and security professionals. *Ability to develop and implement comprehensive public safety and corporate security strategies aligned with the organization's mission and goals. *Ability to adapt to a rapidly changing health system public safety and security landscape and respond to emerging threats and vulnerabilities. *Unwavering commitment to ethical practices and professional integrity in all aspects of public safety and security operations.
