The Role

As the Advisor, Humanitarian Programs Portfolio (HPP), you'll be integral to our work in helping vulnerable children achieve a brighter future. You will serve as the primary focal point for engagement with assigned responses and awards. You will manage the full life cycle of awards funded by institutional donors (BHA and BPRM) and be instrumental in supporting Implementing Offices (IOs), including country, regional and technical teams, ensuring donor compliance and successful implementation, and be responsible for meeting new raise targets and metrics for your assigned portfolio. You will liaise with relevant internal stakeholders, particularly in finance and compliance, problem-solve to ensure the overall health of awards and escalate issues as needed. In coordination with management, you will represent SCUS at internal and external meetings for information sharing and discussions around response-related initiatives, challenges, and support, and provide strategic and operational inputs and analysis.

The duration of this full-time position is 16 months, with a possibility for an extension.

What You'll Be Doing (Essential Duties)

Department and Humanitarian Leadership (15%)



  • Serve as SCUS lead on SC's humanitarian responses in the occupied Palestinian territories and Yemen, participating in response calls, acting as SCUS point person on the responses, and liaising with internal stakeholders on fundraising of private resources;
  • Serve as the operational focal point for an area of expertise, such as one of DHR's key institutional donors, program areas, or other initiatives; Primary contributor to information requests or strategy development related to assigned institutional donors, program areas, or other initiatives;
  • Support the development of donor strategies.


Management of Implementing Office Awards (60%)



  • Lead engagement with oPt and Yemen IOs and relevant partners and sub-grantees to ensure high quality, timely and compliant program implementation, in line with donor regulations and SCUS award management procedures;
  • Ensure compliance with requirements for active BHA awards in oPt and Yemen or other new awards, as relevant, in collaboration with the Humanitarian Finance and Compliance Unit, by monitoring project implementation, supporting reporting and procurements, and providing compliance training and support to IOs and partners;
  • Proactively Monitor risk and work with IO leadership to agree on risk mitigation strategies; develop plans to mitigate these risks and escalate issues, as appropriate;
  • Lead donor communications at HQ and advise IO on donor communications at country level; provide guidance to IO on and move forward donor requests, amendments, etc. to ensure they are communicated effectively and oversee completion of resulting actions; coordinate response to donor queries, as needed;
  • Oversee the submission of high-quality and timely narrative donor reports generated by IO, providing thorough reviews and circulating for additional input as necessary; ensure on-time submission of reports to donor and share any feedback with IOs and Technical Advisors, in line with SC Standard Operating Procedures;
  • Provide leadership to project start-ups for awards in portfolio, including planning and facilitating startup calls/meetings with IO, and reviewing project timeline, deliverables, and donor requirements in detail, in person and remotely as determined appropriate;
  • Travel to Save the Children offices to conduct award reviews, provide operations support and build IO capacity on donor requirements.


New Business Development (20%)



  • Lead new business pre-positioning and planning with oPt and Yemen IOs and wider stakeholders as appropriate, guiding them on engagement with DHR institutional donors and identification of funding opportunities;
  • Manage the process of developing and submitting high-quality and compliant concept notes and proposals aligned with SC's response strategy and donor priorities, in line with DHR Standard Operating Procedures. Provide feedback as needed. Support in-country proposal development as needed;
  • Work closely with IOs, the DHR Finance and Compliance unit and technical teams to coordinate proposal timelines and roles and responsibilities.


Special Projects & General Agency Support (5%)



  • Support Agency change processes working with supervisor to determine level of engagement and effort, as necessary.
  • Plan for and allocate time towards professional development goals.


Required qualifications for the role



  • Minimum of a bachelor's degree or equivalent experience, plus at least 5 years of relevant experience


  • Demonstrated experience working across the full cycle of grant/award management from proposal and budget development through to reporting and close-out
  • Proven experience in award management, preferably within the humanitarian or non-profit sector
  • Demonstrated knowledge of and experience working with the U.S. Government as a donor and partner.
  • Proven ability to manage a complex and varied workload, while adhering to tight deadlines
  • Demonstrated analytical, organizational, and interpersonal communication skills
  • Proven attention to detail, ability to multi-task and able to make independent decisions as appropriate.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Willingness and ability to travel both domestically and internationally-at times to countries with insecure environments-approximately 10-20% of the time and as required, to support high-priority humanitarian responses, strategic initiatives, and project implementation.


Preferred qualifications for the role



  • Professional proficiency in speaking and writing in a second, relevant language (Arabic, Spanish, or French) strongly preferred.
  • Demonstrated experience with international humanitarian (emergency) response at field and/or home office-level.
  • Experience implementing high value, high risk US Government projects
  • Demonstrated knowledge of and experience working with USAID and BPRM as donors and partners.


Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:



  • Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $84,150 - $94,050 base salary
  • Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $76,500 - $85,500 base salary


  • Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $68,850 - $76,950 base salary


The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record. Actual base salary may vary based on, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location (more information on job structure is available here).
