Are you passionate about making a difference in the lives of individuals experiencing homelessness? The Salvation Army is seeking a dedicated and compassionate Shelter Manager to oversee the day-to-day operations of our emergency homeless shelter. This full-time, exempt position plays a vital role in creating a safe and supportive environment for shelter residents while ensuring the smooth operation of shelter services and programs.

Hours: Core Schedule: Monday - Friday 9:00am - 6:00pm*

*Must have a flexible availability, including weekends, holidays, and weekday evenings, to assist with occasional scheduling gaps.

Salary: Starting salary $22.23/hour - $25.66/hour.

Key Responsibilities:



  • Oversee daily shelter activities, ensuring a welcoming, stable, and safe environment for residents.
  • Address and resolve resident concerns, providing emotional support and service referrals as appropriate.
  • Enforce shelter policies and procedures, maintaining safety and intervening in resident disputes when necessary.
  • Ensure facility cleanliness, hygiene, and compliance with health standards.
  • Maintain accurate and compliant client documentation in the Homeless Management Information System (HMIS).
  • Recruit, hire, train, and evaluate shelter monitors, providing guidance and leadership to the team.
  • Coordinate staff schedules to ensure adequate coverage, including performing shelter monitor duties when needed.
  • Plan and oversee life skills training programs for residents, partnering with community organizations and staff to promote self-sufficiency.
  • Prepare reports for the Regional Social Services Director and funding agencies.
  • Maintain confidentiality and professional boundaries while fostering a positive work atmosphere.

What are We Looking For?



  • Education: Bachelor's degree in Human Services, Social Work, Psychology, or a related field.
  • Experience: At least three (3) years of related work experience in a residential or mental health setting. One (1) year of supervisory experience preferred.
  • Licensing/Transportation: Valid driver's license, reliable/insured vehicle, and a clear driving record.
  • Strong leadership, organizational, and communication skills.
  • Demonstrated ability to manage crises and resolve conflicts effectively.
  • Service-oriented mindset with a commitment to providing compassionate and respectful support to shelter residents.
  • Knowledge of trauma-informed care, housing-first principles, and relevant social services.
  • Proficiency in using client management systems and standard office software.

The Quincy Area Command serves Adams, Pike and Brown counties in Illinois and Marion, Ralls, Lewis, Shelby and Monroe counties in Missouri as well as transients who have come to our community and find themselves in a homeless situation. It is the goal of our program to equip our residents with the knowledge and life skills development needed to find employment and suitable, affordable housing that they might become self-sufficient individuals.

The shelter can accommodate up to 20 people with rooms dedicated to single men, women, as well as families. The building also includes our Family Services programs and Food Pantry/Breadline.
