DESCRIPTION

Under the general supervision of the Associate Director of Scholarships and Fund Management, the Senior Fiscal Analyst serves as the primary professional fiscal analyst in support of the Financial Aid and Scholarships Office (FAS) in matters regarding student financial aid budget and financial planning and analysis; resource allocations and reductions; fiscal control, analysis, and project management for the financial aid programs. In this role, the Senior Fiscal Analyst performs complex budgetary and financial analytical studies of major FAS functions.

The Senior Fiscal Analyst is responsible for developing and maintaining statistical and historical analyses to determine multi-year expenditure trends. The incumbent conducts needs assessments to identify issues, formulate alternatives, and make appropriate recommendations. They serve as the FAS primary contact for campus University Student Aid Program (USAP), as well as Federal and State allocations. This role is critical in both independent abilities and in-depth knowledge of fiscal matters, policies, procedures, and includes specific responsibilities for Federal Pell Grant Management and Federal Work-Study Program Management.

QUALIFICATIONS
  • Bachelor's degree in business administration, finance, accounting, economics, statistics, educational administration, political science or related area and three or more years of related experience, or equivalent combination of education and experience preferred.

  • Thorough knowledge of finance policies, practices, and systems. Demonstrated working knowledge of accounting principles and fund accounting as they relate to financial aid fund management and reconciliation. Demonstrated working knowledge of audit principles and of internal control standards.

  • Ability to independently gather required information to organize, and perform financial analysis assignments. Demonstrated experience and skill to analyze large quantities of financial data, extract pertinent information, compile financial reports, and perform trend analysis and present data effectively.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Demonstrated advanced knowledge using Financial Aid Management System (SAM/ProSAM), and Windows based applications including, Excel, Microsoft Word, Access, PowerPoint, plus Department of Education financial aid software programs, etc.

  • Demonstrated ability to analyze information, situations, problems, policies, and procedures, identify potential solutions, apply solutions, and formulate logical and objective conclusions from fact situations, data and observations to a variety of personnel at various levels.

  • Demonstrated ability to communicate results to senior management and the resolution of complex account problems.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Demonstrated ability to write detailed analytical reports.

  • Ability to adapt to changing priorities. Demonstrated skill in remaining flexible in a changing environment performing effectively under the stress of frequent interruptions and distractions.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Demonstrated ability to maintain a professional attitude during interaction with a wide variety of personalities and circumstances.

  • Ability to function as a member of a team. Demonstrated skill in oral communication and presentation to interact effectively in either one-on-one or in group settings.

  • Demonstrated skill in analytical and evaluative work.

  • Demonstrated knowledge of Federal Needs Analysis Methodology relating to Title IV programs.

  • Demonstrated ability to listen, read carefully, quick analyzes of complex processes and accurately interpret material presented.

  • Demonstrated ability to process confidential matters maintaining appropriate discretion and judgment.

SPECIAL CONDITIONS
  • Duties may require direct contact with children (defined as individuals under the age of 18).

  • Completion of the Child Abuse and Neglect Reporting Act (CANRA) form is required.

  • Job offer is contingent upon a satisfactory clearance based on background check results.

  • Available to work evenings/weekends during peak periods; some domestic travel may be expected.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
