LOCATION: REMOTE (Preference for D.C. Metro Area)

JOB STATUS: Full-time

TRAVEL: Up to 10%

JOB SUMMARY

The Subcontracts Administrator will support the procurement and management of subcontractor agreements to ensure the successful execution of organizational projects. This role involves drafting, reviewing, and administering subcontract agreements, monitoring compliance with contractual terms, maintaining records, and coordinating with project teams and subcontractors to address issues. The Subcontracts Administrator will ensure alignment with company policies and legal standards while assisting in cost control and risk mitigation. Attention to detail, organizational skills, and knowledge of contract management are critical for success in this role.

RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to the following:

  • Gather and compile data essential for forming and administering subcontracts.
  • Conduct bidder prequalification, bid solicitation, analysis, negotiation, and award of subcontracts, including engineered material/equipment installation and agreements like master and basic ordering platforms.
  • Review scope requirements from the requisitioning organization.
  • Oversee subcontract administration, including change management, invoicing, performance monitoring, technical interface, and close-out activities.
  • Communicate with subcontractors to meet project needs, resolve discrepancies, and ensure required service levels.
  • Review and negotiate terms and conditions, ensuring compliance with Federal Acquisition Regulations (FAR) and best business practices.
  • Investigate subcontract issues and assist with claims research as needed.
  • Support the development and monitoring of subcontract master pro-forma documents.
  • Maintain effective working relationships with internal project teams and subcontractors to facilitate tasks.
  • Collaborate with Engineering, Maintenance, Operations, and other procurement functions to review and develop commercial and technical data.
  • Manage project bidder lists, ensuring input from all acquisition and operational functions.
  • Formulate, issue, administer, and close out subcontracts, including blanket orders.
  • Guide project personnel in requisition preparation, coordinate with technical representatives to monitor activities, and assist finance in processing invoice approvals.
  • Lead negotiations for subcontract commitments, ensuring approval of negotiation plans by supervisors.
  • Monitor compliance with the Service Contract Act, and risk and liability considerations.

REQUIRED QUALIFICATIONS / SKILLS

  • Bachelor's (or equivalent) with 5 - 10 years of experience, or a Master's with 3 - 8 years of experience.
  • Knowledge of contract types (cost reimbursable, fixed price, time & material/labor hour), terms, and legal requirements.
  • Understanding of law, negotiations, accounting, or cost engineering through education or experience.
  • Proficiency in forming, administering, and managing all phases of subcontracts, including bidder prequalification, bid requests, negotiation, and awarding commitments.
  • Experience in monitoring subcontractor performance, addressing labor laws, and resolving claims and disputes.
  • Strong communication skills, both oral and written, for effective collaboration with suppliers/subcontractors and internal project teams (Engineering, Construction, and Project Management).
  • In-depth knowledge of Federal Acquisition Regulations (FAR), Agency Supplements, and Government Contracts, including flow-down clauses and requirements.
  • Familiarity with commercial legislation and the ability to negotiate terms and conditions effectively.
