Job Summary

The Project Manager will be the key staff leader for several projects including: (1) The OPAL-East Africa , a NIAAA-funded R01 award that funds two clinical trials including: 1a) a large, multi-site cluster randomized controlled trial of mobilization strategies to promote biomedical HIV prevention uptake among adults at drinking venues, which plans to enroll >5,000 participants in Kenya and Uganda, and 1b) a clinical trial evaluating an alcohol counseling intervention to promote retention in biomedical HIV preventive care in Kenya and Uganda. In addition, the OPAL-East Africa project is conducting qualitative and costing research activities within both trials, and (2) The IBIS Megastudy, a NIMH-funded R01 award that aims to develop and test multiple behavioral economic interventions to promote retesting for HIV among at-risk adults following an initial (baseline) negative test, in Kenya and Uganda.

The Project Manager will have central responsibility for developing and maintaining study protocols, overseeing regulatory details related to local and international IRBs, including compliance with all the federal and local regulatory requirements for consent; executing sub-contracts, coordinating with participating sites, training local site staff and preparing SOPs, running international teleconference meetings, interfacing with the sponsor, preparing monitoring reports for the sponsor, and ensuring participant recruitment and adequate enrollment. The project manager will exercise knowledge of the fields of HIV, TB, epidemiology, behavior economics and often marginalized low- and middle-income country populations in developing and maintaining study protocols, strong administrative and management leadership of clinical research, strong research coordination, and lead personnel to ensure optimal systems for data collection and management, efficiency, compliance, safety, and financial oversight. The project manager will oversee fiscal and budget issues for each of the projects, including sub-award management, in conjunction with pre-award and post-award managers. They will work directly with the study PIs and the UCSF finance team to allocate study funds, track spending, create budgets and budget justifications. The manager will track study related publications/presentation to ensure that data, information, and resource sharing systems are kept up to date and that new information is communicated to pertinent members of the study teams.

The Project Manager will be responsible for identifying program needs to ensure that projects are staffed appropriately. They will develop job descriptions, recruit, hire and onboard new staff, initiate and conduct training sessions for new team members, and perform staff performance evaluation, when applicable.

As the incumbent will work in international settings that serve many diverse populations, they should apply a warm and non-judgmental manner and consistently demonstrate interpersonal tact, discretion, and sensitivity when interacting with persons, including participants and staff, from other countries.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $84,400 - $133,800 (Annual Rate).

The Division of HIV, Infectious Diseases and Global Medicine at the University of California San Francisco (UCSF) is an internationally recognized global leader in clinical care, research, and education. Required Qualifications


  • Bachelors degree (e.g. BS, BA) and / or equivalent experience / training
  • Advanced degree (e.g. MPH) and / or equivalent experience / training
  • Minimum 3+ years of relevant experience
  • 5+ years relevant experience
  • Experience in grant submission processes for the National Institutes of Health
  • Ability to travel internationally to research sites in East Africa to work with local research teams, conduct trainings and visit research sites
  • Experience with oversight of international clinical trials research and working with international collaborators
  • Strong proficiency in Microsoft Office suite, teleconferencing (e.g., Zoom), and data analysis software (such as STATA or R)
  • Ability to work independently and meet deadlines in a fast-paced work environment across time zones with minimal supervision
  • Project and program management, coordination, and organizational experience, including managing teams and using project and time management tools and best practices
  • Strong organizational skills for coordinating and running research group meetings
  • Strong ability to work collaboratively with internal and external peers and managers.
  • Strong interpersonal skills and ability to work with diverse groups to achieve results.
  • Strong ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Strong oral and written communication skills.
  • Thorough knowledge of administrative, budgetary, human resources and financial principles and practices.

Preferred Qualifications


  • Experience living or working in low- and middle-income countries and working with ministries of health
  • Solid fundraising experience.
  • Academic background and experience in selected area of research preferred.
