DIVISION OVERVIEW

The Office of the Chief Investment Officer (UC Investments) is responsible for managing the University of California's retirement, endowment, working capital, and cash assets under the policies, guidelines, and performance benchmarks established by the UC Board of Regents. POSITION SUMMARY

The Chief of Staff, UC Investments, plays a critical role in helping to plan and execute projects and processes that further the goals, responsibilities, and successful outcomes for the office. This position reports directly to the Chief Investment Officer and undertakes areas of responsibility focused on timely and effective administrative management within UC Investments, including actively participating in the development of strategic business plans, the division's human resource needs, budgeting, and managing the deputy chief of staff, to whom the office's administrative staff will directly report.

RESPONSIBILITIES

40% - Project Management

  • Ensure coordination of strategy development and day-to-day implementation across all departments of UC Investments. Independently conduct and/or direct specific cross-functional projects and office initiatives, coordinating efforts among the different units as appropriate. Identify and ensure that senior leadership is informed of and make recommendations on high profile issues requiring attention and/or action by senior leadership. Represent the CIO as needed in interactions with other senior leadership of the University and external constituencies.

35% - Administrative Oversight

  • Oversees daily administration operations, including decision-making on day-to-day administrative issues. The incumbent has significant impact and influence over the implementation of policy and procedures within UC Investments and ensures that administrative activities across the office are communicated and coordinated. Serve as liaison/chief of staff for the CIO and manage the CIO's immediate office including oversight of workflow and supervision of a deputy chief of staff, ensuring adherence to University policies and UCOP protocols and the coordination of ad hoc or on-going projects. Develop, initiate, maintain and revise CIO procedures to ensure efficiency, streamlining, and best practices. Review and make recommendations (verbally and/or through written executive summaries) to the CIO on major issues requiring the CIO's input, correspondence assigned to the CIO and other actions directed to the Immediate Office. Consult on human resource issues across UC Investments, working with the Chief Operating Officer and UCOP Human Resources and departmental staff to develop effective solutions to personnel issues

20% - Strategic Analysis

  • Lead special projects on behalf of the CIO as needed. Responsible for overseeing or performing analysis of complex issues for the CIO and working as a leader or member of various committees and task force groups.

5% - Ad Hoc

  • Work on other duties as assigned.

Required Qualifications

  • A minimum of five (5) years' experience in a management or leadership position that demonstrates the ability to effectively supervise, delegate, communicate, mentor and solve problems with a diverse and creative staff.
  • Knowledge of the investment industry is strongly preferred.
  • Knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints preferred.
  • Expert knowledge of system processes, protocols, and procedures.
  • Highly sophisticated consulting, relationship building, and strategic thinking skills.
  • Demonstrated ability to work effectively with diverse constituencies inside and outside the institution.
  • Expert leadership abilities to establish department goals and motivate and influence others to achieve.
  • Ability to share information clearly in both written and oral presentation. Ability to create high impact presentation materials that present complex information and issues with brevity, clarity, and accuracy.
  • Ability to successfully persuade, negotiate, justify, propose, and document a variety of management issues. Active listening skills and ability to communicate in a direct and persuasive manner within the highest levels of University administration. Ability to handle sensitive organizational issues with tact, diplomacy, and confidentiality.
  • Demonstrated ability to proactively analyze complex situations and issues clearly, creatively, and critically, devise strategies for addressing them, and produce clear and effective communications initiatives and materials.
  • Strong interpersonal skills to interact collaboratively and productively with diverse constituencies inside and outside the institution, representing the University in a professional and authoritative manner.
  • Experience advising senior management within a large organization and serving as a representative of senior management to the broader organization and the public.

Education

  • Bachelor's degree, or equivalent experience.
  • A Master's degree or professional degree in a relevant discipline -for example, business/business operations, public policy, or equivalent relevant experience is preferred.

SPECIAL CONDITIONS

The selected candidate will be required to work onsite in Oakland, CA five days per week.

Full Salary Range: $192,000 - $396,000

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
