Description

The County of Santa Barbara is accepting applications for the Administrative Office Professional Senior job classification. The current vacancy is in Santa Barbara with the Child Support Services Department.

Administrative Office Professional Senior: $76,516.96 - $93,042.56 Annually; plus, bilingual and uniform allowance when applicable. Click HERE for Benefits Information.

Administrative Office Professional Senior Restricted: $77,417.54 - $94,081.11 Annually; plus, bilingual and uniform allowance when applicable. These positions are regularly privy to the decisions or recommendations of County management affecting employer-employee relations. The Position: The Administrative Office Professional Senior is utilized by 19 departments in the County of Santa Barbara. Each Administrative Office Professional Senior's duties vary from one department to another depending on the needs of the department and the nature of the work that you will be performing. We are also accepting applications to fill future vacancies in multiple locations (Santa Barbara, Santa Maria, Lompoc, etc.) for full-time and part-time positions. Leave of Absence CSR 1414: This recruitment may also be used to fill a position vacated as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under CSR 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

Ideal Candidate will possess:
  • Public-service mindset with strong communication, problem solving, organizational, and leadership skills;
  • Excellent customer service skills to effectively communicate information to community members from various socioeconomic backgrounds;
  • Strong sense of urgency and follow-through, including strong tracking and follow-up skills;
  • High level of emotional intelligence and experience in effective communication;
  • Strong writing skills to prepare clear and concise business documents tailored to the appropriate audience;
  • Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook and Adobe;
  • Proficiency with remote meeting technology such as Zoom and/or Microsoft Teams;
  • Willingness to adjust to changing priorities, workload fluctuations, and new procedures;
  • Ability to manage multiple priorities, deadlines, and complex projects with meticulous attention to detail;
  • Ability to handle sensitive information with utmost confidentiality.

Examples of Duties

  • Collaborates in planning and organizing the work of a unit to meet production and performance targets and goals.
  • Handles escalated customer issues relating to the unit functions.
  • Helps develop and maintain a team that understands and continuously meets performance targets and goals.
  • Prepares employee performance plans and conducts performance reviews.
  • Schedules, assigns, and reviews work performed by staff.
  • Handles and resolves routine personnel matters and makes recommendations on more difficult and complex personnel matters.
  • Assists in developing or improving processes and procedures for efficient workflow processes.
  • Effectively oversees staff members and the operations of an assessment services unit with staff members across the county.
  • Incumbents apply an in-depth or broad understanding of a body of technical or specialized program information, regulations, practices, procedures, and policies related to the assignment and their relationship with other related functions and programs.
  • Incumbents perform senior level clerical work found in the work area.
  • Incumbents demonstrate the class, ACE, and elective competencies associated with Administrative Office Professional I, II, and Senior while performing clerical and related tasks in their assigned work area.
  • Incumbents have substantial opportunity to use independent judgment in carrying out assigned work.
  • Incumbents use experienced judgment rather than guides to fill in gaps, identify sources of information, and make working assumptions.
  • Incumbents use judgment to interpret guidelines, adapt procedures, decide approaches and resolve problems.
  • Incumbents receive general direction; completed work is occasionally checked for technical accuracy and adherence to special instructions.
  • Some assignments may include supervisory responsibilities.
  • Incumbents may coach and/or lead co-workers.
  • Incumbents may serve as the full first level supervisor of assigned staff.
Supervision and Leadership (For supervisory assignments only)
  • Skill to supervise, train, coach and monitor the work of assigned staff.
  • Skill to plan, organize and assign work.
  • Skill to motivate, remediate performance problems, and perform the full range of performance management functions.

Employment Standards

  • Three years of office professional or clerical experience, two of which were at the journey level, or the equivalent AND mastery of the following job-related AOP - I, II, and Senior competencies are required upon entry to this class for successful performance of essential functions and for demonstration of the County's ACE values; OR,
  • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge, abilities, and competency requirements.
Core ACE Competencies
All Administrative Office Professionals are expected to possess and demonstrate the following competencies, which are required for demonstration of the County's ACE values (accountability, customer-focus, and efficiency). Additional Qualifications for some positions:
  • Possession of a valid California Class C Driver's License is required for some positions. Some positions will require you to travel throughout the County of Santa Barbara.
  • The ability to read, write, and converse or converse fluently in English and Spanish may be required or desired for some positions. Note: You must self-certify on the application that you are fluent in English and Spanish. Hiring departments may test you on your fluency.
  • Shift Work & Weekends: Some positions may require shift and weekend work.
  • Some positions may perform duties inside a locked jail facility; jail operations is 24/7 with work schedules on rotating 12-hours; rotates from days to night every 4 months which includes, weekends and holidays.
Uniforms may be required for some positions.

Supplemental Information

SELECTION & EXAMINATION PROCESS

  • Review Applications and Supplemental Questionnaires to determine the applicants that meet the employment standards.
  • Online Professional Assessment: Candidates will be required to successfully pass the online office professional assessment. Candidates who advance to this step will be notified by email with instructions to complete assessment. The deadline to complete the assessment will be clearly stated in the invitation. Candidates must complete and pass this assessment to continue in the selection process.
Candidates must receive a percentage score of at least 70 on the online assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Conditional Job Offer: Once a conditional offer of employment has been made, candidates will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks.

For the Behavioral Wellness Department, once a conditional offer of employment has been made, the selected candidate's appointment is contingent upon successful completion of a Live Scan. A Live Scan is electronic fingerprint scanning that is certified by the State Department of Justice. Further instructions about when and how to complete the Live Scan will be included in the offer letter.

The following is used for positions in the Child Support Services Department:
Background Check: This position has access to federal tax information (FTI) and is thus subject to the provisions of IRS Publication 1075 Tax Information Security Guidelines for Federal, State, and Local Agencies, which include criminal history background investigations every 5 years, subsequent arrest notification and citizenship verification through e-Verify.

For the Probation Department, a conditional offer is extended to those candidates who successfully complete the background investigation; if the offer is accepted, you will then be required to complete and pass a medical exam prior to hire.

The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.

The candidate selected for the Fire Department, once a conditional offer of employment has been made, will be required to successfully complete a background check and medical exam prior to employment.

BACKGROUND INVESTIGATION AND MEDICAL EVALUATION: District Attorney, Child Support Services, the Probation Department, and SBCERS conduct a background investigation. Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment. Other departments may require an extended background check including credit history; this is at the discretion of each department.

The following process is only used for the Probation Department and Sheriff's Office:
  • Personal History Questionnaire (PHQ). Once candidates are placed on the employment list, the Human Resources Department will email candidates a notice regarding completion of a Personal History Questionnaire (PHQ).
If candidates pass and are in the top group, they will be sent to the hiring department for consideration. Those that are interviewed and are still being considered for a position will advance to the next step in the hiring process, which includes the following:
  • Polygraph Examination: measures the accuracy of information disclosed on the PHQ and during the background investigation.
  • Background Investigation: includes an interview and in-depth background investigation of arrest records, personal, military, credit, and employment history; inquiry of persons who know you and evaluate whether you respect the law and rights of others; are dependable and responsible; have demonstrated mature judgment in areas such as the use of drugs and intoxicants; are honest; and a safe driver.
  • Live Scan: Electronic fingerprint scanning that is certified by the State Department of Justice.
Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.

All Positions: Appointees may be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.

Disaster Service Worker: Pursuant to Governmental code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service. Activities as may be assigned to them by their superiors or by law.
